Request for Proposals (RFP) Solar Photovoltaic Systems

The Town of Oak Bluffs seeks proposals from qualified solar energy firms to develop, install, own, operate, maintain and ultimately decommission a ground-mounted solar photovoltaic energy system and optionally a battery energy storage system at the Town-owned capped landfill across various parcels located to the south of 16 Pennsylvania Avenue, west of County Road, north of Bellevue Avenue and east of Bryon Avenue in Oak Bluffs, MA.

Oak Bluffs intends, pursuant to G.L. c. 30B § 16, to select and enter into a long-term Lease and other agreements with the firm providing the most advantageous proposal to the Town.  All Respondents must demonstrate that a member of the proposing team is certified as a Prime Contractor by the Division of Capital Asset Management and Maintenance (DCAMM) as eligible to provide Energy Management or Electrical Services and has not been debarred from bidding under G.L. c. 149 § 44C or any other applicable law.

The Town of Oak Bluffs reserves the right to reject any and all proposals in whole, or in part, and to waive irregularities and informalities, when in its sole discretion it is deemed to be in the best interest of the Town and to the extent permitted by law.
