Solar Photovoltaic (PV) Installations (Multiyear Contract)

The County of DeKalb, GA (the "County"), is requesting Proposals for Solar Photovoltaic (PV) Installations (Multiyear Contract) . Proposals are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Thursday, January 8, 2026 . Late Proposals will not be accepted.

The purpose of this request for proposal (RFP) is to receive proposals from qualified solar PV providers to design, engineer, finance, build, operate, maintain, and decommission turn-key installations of solar photovoltaic (PV) systems at the site addresses provided herein. Respondents shall have demonstrated experience designing, planning, financing, permitting, and constructing complete solar PV systems and have knowledge of local utility regulations.

DeKalb County (hereby referred to as “the County”) seeks to generate electricity from behind-the-meter solar PV at selected municipal properties. The goals of the program are to increase the County’s renewable energy capacity, reduce energy costs and greenhouse gas emissions, create workforce development opportunities and serve as a model to other governmental municipalities and the commercial sector on how to deploy solar, and provide educational opportunities about the benefits of renewable energy.
