The Department of Natural and Cultural Resources (DNCR) has notified all bidders that the Request for Bids (RFB) for Project CAP2610 has been cancelled and will be re-advertised. During our review of the bids, DNCR identified inconsistencies within the document that may have limited the clarity of the project requirements.  We sincerely apologize for any inconvenience this may have caused.

DNCR has revised the RFB (attached) to include a more detailed and accurate scope of work so that the project expectations are fully and clearly outlined. Our goal is to ensure all bidders have the information needed to provide complete, informed, and competitive proposals.
The New Hampshire Department of Natural and Cultural Resources (DNCR), Division of Parks and Recreation, invites qualified environmental contractors to submit sealed bids for soil and groundwater contamination sampling at Mount Washington State Park.

Questions & Answers
1. Clarify reference to temporary groundwater wells in Section 1.
1. The reference to installing temporary groundwater wells in Section 1 is if the existing
well at the Yankee building is not functioning and will need to be set up for testing. The
bid form governs; no temporary wells are required.
2. Can we submit a site-specific QAPP addendum instead of a full EPA Region 1 QAPP?
2. A site specific QAPP addendum to your existing EPA Region 1–compliant master or
generic QAPP will be acceptable.
3. Will the SAP/QAPP require EPA/NHDES review, and should we assume a 30-day
review period?
3. The SAP/QAPP will be submitted to EPA and NHDES for review prior to mobilization.
Please assume a 30-day review period.
4. Confirm schedule expectations for June (document prep) and JulyAugust (field
work).
4. SAP/QAPP preparation and submittal are expected in June 2026, with field work
planned for July–August 2026 pending regulatory approvals.
5. Should the one soil sample include all analyses (VOCs, SVOCs, PAHs, TPH, Metals,
PFAS)?
5. For soil sampling, please assume one soil sample for all analyses listed (VOCs,
SVOCs, PAHs, TPH, Metals, PFAS).
6. Clarify required TPH methods for NHDES compliance.
6. For TPH analysis, please use the NHDES required EPA 8015 methods.
7. Confirm which metals list is required.
7. Please assume the Priority Pollutant 13 metals list unless otherwise specified.
8. Clarify scope of existing well inspection and disposal of petroleum-impacted purge
water (IDW).
8. We acknowledge that purging will generate a large volume of petroleum-impacted
water and associated IDW. Per NHDES Env-Or 611 requirements, all IDW must be
characterized, containerized, and disposed of off-site at NHDES-permitted facilities.
Documentation such as manifests must be retained.
9. Should the drinking water well sample include all listed analyses and confirm Yankee
Well status.
9. For the drinking water well (Yankee Well), assume all listed analyses and the Priority
Pollutant 13 metals list. The Yankee Well is not in use; sampling is for characterization
only.
