Software Licensing – First Databank, Inc.

The State of Minnesota, MNIT Services partnering with the Dept. of Human Services (DHS) intends to renew existing agreement with First Databank, Inc. The annual renewal provides software licensing related to DHS’s First Databank, Inc. Medicaid claims-processing software. This contract is for up to a 6 month term. DHS requires suppliers to provide drug pricing information according to state and federal law. Drug pricing data is required for adjudicating healthcare claims, reviewing prospective drug utilization, classifying drugs, making patient monographs available, and prescribing drugs electronically.

DHS has determined the processing software offered by First Databank, Inc., is the only commercially available product that meets its needs. The State’s Medicaid Management Information System (MMIS) is currently configured to accept data from First Databank, Inc. Other data aggregators are unable to provide the necessary MMIS and DUR modules use fields that are necessary to make the State’s MMIS functional. Furthermore, the processing software is only offered by First Databank, Inc., and is not available from a third party. For these reasons, this had been deemed a single source purchase.
