CRIMINAL JUSTICE NETWORK
REQUEST FOR QUALIFICATIONS AND PROPOSALS TO PROVIDE
The Dakota County Criminal Justice Network (CJN) was established by Dakota County and Dakota County
cities to use the latest technology to share information quickly and accurately between law enforcement
agencies, officers, attorneys, judges, and probation officers for law enforcement purposes. Since its
inception, CJN has expanded to include law enforcement agencies throughout the State of Minnesota
and expanded its service applications to meet the needs of its law enforcement partner agencies.

CJN is requesting qualifications and proposals to provide professional/technical services to support the
upgrade of its applications. It is seeking the professional/technical services of one individual to provide
software development and testing services, working as an independent contractor under the direction
of CJN’s lead application developer. The primary work assigned to this individual will be to assist in the
development of upgrades of CJN’s applications using ASP.NET (Webforms and MVC), C#, HTML,
The professional services contract for the selected individual will run from approximately December 1st,
2018 to April 2019, not to exceed 800 hours. The work will be performed in CJN offices located in Inver
Grove Heights, Minnesota. The selected individual or company must enter into a professional services
contract with Dakota County before services may be provided.
The individual selected to provide the services must not be presently employed by Dakota County, must
pass a background check and must meet all State Bureau of Criminal Apprehension (BCA) standards for
criminal justice professionals.
In addition to the above, individuals seeking to provide the professional/technical services must meet
the following qualifications:
Required skills and experience:
Experience with client and server side development
C# and ASP .NET development, preferably more than 1 year with each
Object Oriented Programming and Design
Web Services development
XML for data representation
Cascading Style Sheets (CSS)
Optional but desirable skills and experience:
Team Foundation Server
SQL Server, TSQL
The individual should also demonstrate the following:
1. Experience meeting deadlines
2. Methodic and analytic debugging and testing skills
3. Ability to take direction and work independently to accomplish objectives
REQUIRED ELEMENTS IN PROPOSALS:
Proposals submitted in response to this Request for Qualifications and Proposal must include:
information on compliance and experience meeting each identified Qualification,
the length of time the individual has worked in each of the skill areas,
two references from previous projects/employers,
requested hourly rate of compensation; and
any other pertinent information.
Proposals are due by the end of business, Friday, November 2, 2018. Review of the proposals will begin
on Monday, November 5th.

Proposers should be available for initial phone screening beginning the week of November 5th
Dakota County shall notify the selected individual. The selection shall be made based on:
the proposal that is most advantageous to Dakota County, as determined in its sole discretion,
based on, but not necessarily limited to, adherence to the conditions and requirements
the total price for the services,
the qualifications and experience of the proposer, and
the evaluation of the proposer’s ability to provide the contract services to Dakota County.
GENERAL TERMS AND CONDITIONS:
Proposals will be disclosed in accordance with the requirements of Minn. Stat. § 13.591, subd. 3(b).
Trade secret data that a proposer wishes to protect during and after the evaluation process must meet
the definition of “trade secret information” in Minn. Stat. § 13.37(b) as determined by Dakota County.
Proposers must invoke the protections prior to or upon submission of the information, and identify the
information and state the reasons why protection is sought.
Dakota County will not be liable in any way for costs incurred by proposers in the preparation of their
proposal in response to this solicitation or for the presentation of their proposal and/or participation in
any discussions or negotiations.
Dakota County reserves the right to withdraw this solicitation at any time and for any reason, and to
issue such clarification, modifications and/or amendments as it may deem appropriate.
Dakota County reserves the right to accept or reject in part or in whole any or all proposals submitted.
Dakota County reserves the right to negotiate with finalists and to change the terms and conditions of
the proposed contract.
