20-11366 - Softball Infield Renovation Project


Scope of Work: Berkeley sport field renovation sites include, but are not limited to: Codornices Park field, Glendale La Loma Park field, Grove Park field, James Kenney Park field, Ohlone Park field, San Pablo Park – fields 1 & 2; all within the city of Berkeley, California.

This contract involves the renovation of two of the (skinned) work areas or athletic infield(s) and their adjacent transition zones (TZ’s) located at the sports fields sites listed above. Square footage of the skinned areas vary by park location. Park and infield work areas will be fenced off by the City of Berkeley and closed to the public during the renovation period (usually following the end of recreational programs scheduled around the end of November of each year). All renovation work must be performed Monday through Friday between the hours of 8:00 a.m. to 6:00 p.m. (see work area maps/Attachments). Pending unforeseen weather complications, the Contractor and the City of Berkeley Project Manager, Nyles Gregory, will select an alternate week for the field renovation schedule to begin and continue if needed. See Appendix A for the full Scope of Work.

California Contractor License Classification required: Class A – General Engineering Contractor or Class B – General Building Contractor or Class C –12 Earthwork and Paving Contractor or Class C –27 Landscape Contractor

Note: Contractor shall submit all contract documents before December 12, 2019 by 2:00 p.m.
Contractor shall be prepared to start work on December 16, 2019 (dates subject to change).

Substantial completion - 60 calendar days
Final completion - 90 calendar days

NOTICE TO BIDDERS
1. Sealed bids will be received by Finance Department –General Services Division in their office
located at 2180 Milvia Street, 3rd Floor, Berkeley, California up to the hour of:
2:00 P.M., Thursday, November 26, 2019
at which time bids will be publicly opened and read by the General Services Staff for Softball
Infield Renovation Project, Specification No. 20-11366 provided for in the specifications.
Proposals must be submitted on forms prepared for this purpose furnished by the City, in an
envelope marked:

6. Each proposal must be accompanied by an unconditional certified or cashier’s check, or bid bond
made payable to the City of Berkeley. Such check or bond shall be in an amount equal to at least
10% of the total bid.
Each proposal must also include original signatures in blue ink, a copy of the Experience and
Financial Qualifications Form, Nuclear Free Zone Disclosure Form, Oppressive State Compliance
Statement Form, Sanctuary City Compliance Certification, Taxpayer Identification Report and
Equal Benefits Ordinance Disclosure Form.
7. In accordance with California State Labor Code, the wage scale is on file with the City of Berkeley
Public Works Engineering Office, or is attached herewith.
8. Project plans and specifications may be obtained online at the City of Berkeley’s Public Works
Website under Current Construction Project Bid Opportunities:

9. It is the Contractor’s responsibility to check for any addenda on the City of Berkeley’s Public

10. Prior to starting work, the Contractor must furnish the following:
a. Faithful Performance Bond in the sum of not less than 100% of the contract, executed on
the City of Berkeley Standard Performance Bond Agreement Form.
b. Labor and Material Bond in the sum of not less than 100% of the amount of the contract.
c. A certificate of Worker's Compensation Insurance with waiver of subrogation in favor of
the City of Berkeley.
d. Commercial general liability insurance coverage is $2 million each occurrence Bodily
Injury and $2 million each occurrence Property Damage, with defense costs payable in
addition to policy limits.
e. Automobile liability insurance is $2 million each occurrence Bodily Injury and $2
million each occurrence Property Damage.
f. The policies shall apply separately to each insured against whom claim is made or suit
is brought except with respect to the limits of the company's liability.
g. Written notice of cancellation or of any limits reduction or change in said policy shall
be mailed to the City and the Project Manager thirty (30) days in advance of the
effective date thereof. Insurance policies shall contain a Notice of Cancellation
endorsement.
