4 SPECIFICATIONS
The City of Hot Springs, Arkansas, on behalf of the Utilities Department, is accepting bids to purchase sodium
hypochlorite for use by the water treatment facilities as a disinfectant in the water treatment process as a term
contract (TC). The following specifications describe the minimum requirements. Any deviations to these
specifications shall be explained.
Material supplied under this specification shall be a solution containing a 15% minimum concentration of available
chlorine by volume and/or 12.5% by weight at the point of delivery. Material shall meet AWWA Standard B300 and
NSF 60/61. The chlorine and caustic soda used for the manufacture of sodium hypochlorite shall be virgin material
and meet the requirements of the latest AWWA Standards for each. Chlorine AWWA Standard B301-10 and Caustic
Soda AWWA Standard B501-08 or the latest revision.
Each order quantity will be a maximum of 5,000 gal, with an estimated annual usage of 120,000 gal. On occasion, a
load will need to be typically a 40/60 split between both plants, beginning at the Lakeside Plant with the balance
then being delivered to the Ouachita Plant. This is not a guaranteed quantity and is subject to change based on the
treatment facility’s operation conditions.
Composition:
Material shall be a clear, light-yellow liquid containing 15% to 15.6% chlorine by volume at the point of delivery. It
shall have no visible cloudiness, impurities or sediment. It shall contain no soluble materials or organic substances
in quantities of producing deleterious, or injurious effects on the health of those consuming water treated with the
liquid sodium hypochlorite. It shall not contain more than 0.15% insoluble matter by weight. The total free alkali shall
not exceed 1.5% by weight. The pH shall be 11.9 to 13. The delivered product shall meet the following contaminant
concentration limits reported in ppm:

Stability:
This material shall be stable to not degrade to less than 11.5% by weight strength within (30) thirty full days of
receipt of totes/load with the product stored in an outdoor environment. The freezing point of the product shall not
be > -3 degrees Fahrenheit. The delivered product shall have a filtration time of (3) three minutes or less for 1000
ml.
Usage background:
Supplier shall indicate the generally used product feed rate for treatment of systems of this size. Supplies shall
provide (3) three references of potable water treatment plants with phone numbers and contact persons where the
product has been beneficially used at the indicated feed rate for a period of (2) two years, as well as the products
maximum use level.
Certificate of Analysis:
Each shipment shall have a certificate of analysis. The certificate of analysis shall include but not be limited to
available chlorine as percent by weight, specific gravity, pH, total free alkali, and date of manufacture. The
certificate of analysis shall be signed by a corporate designated official that certifies the liquid sodium hypochlorite
supplied complies with all applicable requirements of this specification. Produce shipped shall not be received
without a certificate of analysis containing all of the specified outlined quality parameters.

All products shall be shipped freight on board (F.O.B.), freight prepaid to our facilities.

Requirements:
Delivery shall be by tanker truck with a maximum load of 5,000 gal.
Sodium Hypochlorite shall have a 12.5% minimum concentration of available Chlorine by weight at the point
of delivery. Deliveries will be checked before unloading, any delivery that is less than 12.5% of available
chlorine by weight will be rejected. Any delivery that is rejected must be replaced at no cost to the City.
Shipment shall be made within five (5) days of order date. Emergency shipments shall be made within forty-
eight (48) hours of the order. The City shall minimize the number of emergency deliveries.
Deliveries shall only be accepted Monday through Friday, 7:00 AM to 3:00 PM CT, unless otherwise
approved.
Driver shall contact the plant with an estimated arrival time on the day of delivery.
Supplier shall provide all necessary hoses, fittings, air padding, pumps, etc. required to safely and efficiently
off-load the liquid sodium hypochlorite into designated storage bins. A minimum of 50 ft of hose is needed for
off-loading into storage bins. If there are any spills caused during the filling operations, it shall be reported
immediately.
Each shipment shall include Weight Tickets or bill of lading (BOL), material safety data sheet (MSDS), and
Chemical Certificate of Analysis.
The City reserves the right to refuse any and all deliveries that are of inferior product; or made with improper, poorly
maintained equipment. Any delivery that does not meet the above requirements must be replace at no cost to the
City.
All bid prices shall be per gallon and shall include any and all freight charges, demurrage, fuel, or special handling
charges. Orders will be on an as needed basis and will be accompanied by a City Purchase Order.
The City of Hot Springs reserves the right to award the sections that are within the budget available. The contract
will be for one (1) year with five (5) twelve (12) month terms, subject to annual budget approval by the Hot Springs
Board of Directors. The contract will automatically renew annually unless either party supplies thirty (30) days
written Notice of Cancellation. If more than two (2) loads are rejected due to inferior product or improper, poorly
maintained equipment the City reserves the right to cancel the contract with a thirty (30) day written notice. Any
escalation in price shall be subject to paragraph 29 of the Terms and Conditions of Bidding. The City reserves the
right to accept or decline any and all price increases.
