The purpose of this bid, and the requirement contract awarded following an evaluation of the bids received, is to provide sodium hypochlorite solution used to reduce E. coli bacteria concentrations to within the respective National Pollutant Discharge Elimination System (NPDES) permit limits in the processes at the Easterly, Southerly, and Westerly Wastewater Treatment Plants (WWTPs) of the Northeast Ohio Regional Sewer District (NEORSD). This contract is for a one (1) year period or until funds appropriated to this contract are exhausted, whichever should occur first.
The total quantity to be furnished under the terms of this contract is estimated to be 8,200,000 wet pounds (820,000 gallons) of sodium hypochlorite solution (NaOCl) as specified. By the submission of a bid, the bidder warrants that it understands that this estimate was prepared by the NEORSD for the purpose of comparison of bids, and that this estimated quantity is not guaranteed, but is approximate.
The Northeast Ohio Regional Sewer District (Sewer District) protects public health and the environment by leading effective wastewater and stormwater management. As the largest wastewater treatment provider in the State of Ohio, the Sewer District spans 380 square miles, serves 62 communities and one million residents, treats 90 billion gallons of wastewater a year, and manages more than 400 miles of streams.
In addition to its award-winning treatment plant and laboratory performance, the Sewer District's Project Clean Lake construction program will reduce annual Lake Erie pollution by 4 billion gallons by 2035, while its Regional Stormwater Management Program addresses widespread inter-community problems like flooding, pollution, and erosion.
