1. GENERAL INFORMATION
1.1. Purpose
The Municipality of Anchorage (Municipality), Anchorage Health Department (AHD) seeks to
provide grants to selected applicants who will provide supportive services to the following
priority populations to assist them with securing and retaining permanent housing: people
experiencing homelessness; those at risk of homelessness; those fleeing, or attempting to flee,
domestic violence, dating violence, sexual assault, stalking, or human trafficking; and other
populations requiring services or at greatest risk of housing instability. Funding to be allocated
comes from the US Department of Housing and Urban Development (HUD) through the HOME
Investment Partnerships (HOME) program special allocation through the American Rescue Plan
Act known as HOME-ARP, and from the Municipality’s General Fund. Projects must be in
accordance with HUD HOME requirements (24 CFR Part 92), as modified by the HOME-ARP
Implementation Notice for HOME-ARP funds. The Notice is available on the HUD website here:

This document, subsequently referred to as the Request for Grant Proposals (RFGP), explains
the process for applying for a grant with the Municipality, the requirements for being
determined eligible for funding, and the Municipality’s process for selecting grantees.
Through the AHD Consolidated Planning Process, the HOME-ARP Allocation Plan, the Anchored
Home Plan, and recommendations from the Housing, Homelessness, and Neighborhood
Development (HHAND) Commission, the Municipality of Anchorage has determined that there
is a high demand in the community for supportive services for persons experiencing or at-risk
of homelessness (PEH) to assist them with securing and retaining permanent housing.
Therefore, this RFGP seeks to fund projects that will provide supportive services specifically for
PEH or people at high risk of homelessness. Capital projects are not eligible for funding under
this RFGP.
Per the HOME-ARP Notice, “Supportive Services” eligible for funding through HOME-ARP
include:
a. Child care
b. Education services
c. Employment assistance and job training
d. Food
e. Housing search and counseling services
f. Legal services
g. Life skills training
h. Mental health services
i. Outpatient health services
