This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This Solicitation, W9124V24Q0002 is issued as a request for quote (RFQ) utilizing FAR Part 13 – Simplified Acquisition Procedures. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04, effective April 01, 2024.
This is a 100% Hubzone Small Business set aside.
The associated NAICS code is 541810 "Advertising Agencies”, with a size standard of $25.5 M.
NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications--- Commercial Products and Commercial Services.
Invoicing shall be through WAWF at https://piee.eb.mil and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS). Vendors shall agree to register for a WAWF account, which is separate than SAM.
Award Type: The Montana Army National Guard (MTARNG) intends to award a firm-fixed price (FFP) contract for Social Media and Digital Advertising. Although the Government reserves the right, the Government intends to evaluate quotes and award a contract without discussions. Therefore, quotes should contain the offeror’s best terms from a price and technical standpoint.
Period of Performance: Services will begin 7 days after award for Social Media Advertising and Boosts and run for 12 months.
Basis of Award: The Government will evaluate all quotes to determine the best value to the Government when evaluating past performance (includes references, CPARS, and SPRS), contractor responsibility, technical capabilities and proposed marketing plan that maximizes the Recruiting and Retention’s budget of $59,200 over 12 months.
Past Performance shall include at least five (5) years of successful work within DoD advertising. Quote shall be all inclusive of any additional administrative costs. Quote for boosts shall include cost per boost.
