The Social Circle City Board of Education is soliciting sealed proposals from qualified firms for
the furnishing, installation, programming, testing, and commissioning of a new addressable fire
alarm and emergency notification system for Social Circle Middle/High School. Proposals will
be received at 147 Alcova Dr, Social Circle, GA 30025 until May 14, 2026, at 12:00 PM (local
time). This solicitation is intended to procure a best-value, code-compliant, maintainable,
non-proprietary life safety system designed to serve the District's long-term operational needs.
All proposals must be submitted in writing to Shane Williams via hardcopy sent to the
aforementioned address or by email to shane.williams@socialcircleschools.org. Any inquiries
regarding this project should be directed to the same.
The Social Circle City Schools District (the "District") seeks proposals for a complete turnkey
fire alarm replacement emphasizing full code compliance, long-term system reliability,
avoidance of proprietary vendor lock-in, expandability, maintainability, and overall cost.
Proposal shall include replacement of equipment comparable in scope to existing conditions
reflected in field verification, including systems comparable to the quantities and components
represented in the preliminary estimate, including addressable control equipment, voice
evacuation components, power supplies, batteries, pull stations, smoke and heat detection, duct
detection, notification devices, and associated labor, programming, and commissioning. Existing
conditions to be field verified by proposer. Award will not be based on lowest cost alone. The
District reserves the right to reject proposals, waive informalities, and award in its best interest.
Proposer shall provide all labor, materials, equipment, permits, engineering support,
programming, testing, inspections, and services required for complete replacement of the
existing fire alarm system. All submissions must include: removal/disposal of existing fire alarm
equipment as required; new fully addressable fire alarm control system; remote annunciation;
voice evacuation / emergency notification capability; notification appliances, initiating devices,
modules, power supplies, batteries and associated infrastructure; duct detector
replacement/integration; programming, startup, commissioning, permitting, and final acceptance
of all required inspections. Existing life safety protection shall remain operational until phased
cutover is complete. No loss of fire protection coverage during implementation shall be
permitted. The anticipated Notice to Proceed date will be May 22, 2026, with a Substantial
Completion by July 10, 2026, and Final Completion of July 24, 2026.
Each proposer shall conduct site verification (failure to verify field conditions shall not relieve
contractor responsibility) and include a Basis-of-Design narrative describing:
* Proposed system architecture

* Design assumptions
* Device strategy
* Phasing/cutover approach
* Any deviations from minimum requirements
Proposed systems shall be non-proprietary or open architecture, or provide Owner unrestricted
access upon turnover, including: programming files; access credentials/passwords; software
access/licenses required for ownership; diagnostic and programming access; and any as-built
documentation. Proposer must disclose any proprietary software, licensing, service restrictions,
or sole-source maintenance requirements associated with the proposed system. Systems requiring
exclusive long-term dependence on installing vendor are discouraged and may be scored
accordingly. The proposed system shall provide a minimum 20% spare expansion capacity,
network-capable diagnostics preferred, and survivability and redundancy features consistent with
applicable codes. The Proposer shall provide accessible, local service support capability with an
emergency response time commitment. NICET-certified (or equivalent) lead technician(s)
preferred and an included minimum one-year parts and labor warranty. Proposal should list
alternate pricing for 3-year and 5-year warranties. The proposed system shall include integration
(where applicable) with current monitoring services, HVAC shutdown interfaces, door release
interfaces, existing notification/PA systems, and other life safety control interfaces.
Contractor shall include the following throughout installation:
* Full system testing and commissioning
* Device-by-device verification
* Battery/load calculations
* Circuit testing documentation
* Acceptance testing with Fire Marshal
* Permit approval with Fire Marshal
* Deficiency correction prior to final acceptance
Upon completion of the project, Proposal shall include commissioning methodology, as-built
drawings, device inventory, point-to-point documentation, programming backup files, O&M
manuals, training for District personnel, final acceptance documentation, and warranty/service
contact information. Independent third-party testing support may be required at Owner's
discretion. Failure to provide turnover deliverables may delay final payment.
The District's evaluation period may last 2 weeks beyond the closing date of the posting. To be
considered, all proposals shall include: lump sum project cost; detailed technical approach;
technical mapping of project; manufacturer/model list; basis-of-design narrative; phasing plan;

project schedule; warranty proposal; plans to obtain permits; references (minimum 3 K-12/public
projects); proof of insurance; Non-Collusion and E-Verify affidavits; W-9; and other legal
documents as required by law. All Proposers should have a physical operational office within 75
miles of Social Circle, GA. The District does not discriminate on the basis of race, color, national

Performance and Payment Bonds are required where applicable. Proposals may not be
withdrawn for a period of 60 days after submission. Award shall be made to Proposer offering
best value to the District. Project shall comply with O.C.G.A. Title 36 Chapter 91, National Fire
Protection Association 72, and applicable state and local fire/life safety codes.
By submitting a response to this request, the contractor accepts the responsibility of reading,
understanding and abiding by the additional General Terms and Conditions regarding Debarment
and Suspension Verification. Institutions shall solicit offers from, award contracts to, and consent
to subcontracts with responsible vendors and/or principals only. The serious nature of debarment
and suspension requires that sanctions be imposed only in the public interest for the
Government's protection and not for purposes of punishment. Institutions shall impose
debarment or suspension to protect the Government's interest and only for the causes and in
accordance with the procedures set forth in Federal Acquisition Regulation (FAR) 48 C.F.R.
Ch.1 Subpart 9.4.
By submitting a proposal, the contractor is testifying that they are not debarred, suspended or has
any ineligible or voluntary exclusions with the U.S. Department of Agriculture or any other
Federal or State agency. All responses will be verified. Contractor certifies that the Contractor
and/or any of its subcontractors or principals have not been debarred, suspended, or declared
ineligible by any agency of the State of Georgia or any agency of the Federal government or as
defined in the Federal Acquisition Regulation (FAR) 48 C.F.R. Ch.1 Subpart 9.4. Vendor will
immediately notify the District if Vendor is debarred or placed on the Consolidated List of
Debarred, Suspended, and Ineligible Vendors by a federal entity.
