The Social Circle City Board of Education is soliciting sealed proposals from qualified firms to
provide landscape maintenance and turf management for the Social Circle High School Athletic
Complex (the "Athletic Complex") starting July 1, 2026. Proposals will be received at 147
Alcova Dr., Social Circle, GA 30025, until June 11, 2026, at 12:00 p.m. EST. Services shall be
provided at the following locations:

The Social Circle City School District (the "District") reserves the right to award all services as a
single contract or by service category, as deemed in the District's best interest. The contract term
shall be one (1) year, with an option for renewal upon mutual agreement, from July 1, 2026. All
proposals must be submitted in writing to Shane Williams via hard copy sent to the
aforementioned address or by email to shane.williams@socialcircleschools.org no later than June
11, 2026, at 12:00 p.m. EST. Any inquiries regarding this project should be directed to Shane

Contractor shall provide athletic grounds maintenance, including grass mowing, string
trimming/weed eating, edging, fertilizer application, where appropriate and in accordance with
label requirements, blowing/cleanup of clippings and debris from surfaces, trash and litter pickup
during each service visit, and will furnish all labor, equipment, fuel, materials, and supervision
necessary. All landscaping maintenance duties shall be performed at regular, twice weekly
intervals during the contracted term of one (1) year, with special considerations during peak
growing season and athletic use per field. Routine maintenance services shall include the
following areas of the Athletic Complex: baseball field playable area, softball field playable area,
and practice field playable area. All services should be conducted to the performance standard
defined thusly: All grounds shall be maintained in a neat, safe, weed-free, and professional
condition acceptable to the District. Services not meeting District standards may require
corrective action by the Contractor at no additional cost to the District.
Contractor shall provide additional annual specialized services for all baseball, softball, and
practice field turf areas at the Athletic Complex located at 154 Alcova Dr., Social Circle, GA
30025. These services include eighteen (18) herbicide applications, where appropriate and in
accordance with label requirements; two (2) spring fungicide applications, where appropriate and
in accordance with label requirements; leveling using vibratory roll; core aeration; sand
topdressing; thatch removal; laser grading of playable surfaces; and ryegrass overseeding. The
proposal shall include materials, application schedule, product information, and treatment
methodology.
Contractor shall service and maintain the irrigation system at the Athletic Complex. Services will
include booster pump shutdown and winterization, booster pump startup and audit of thirty-one
(31) zones post-winter, and audit or repair of irrigation systems, as needed.
Proposers shall demonstrate experience providing institutional or commercial grounds
maintenance services, experience in turf treatment and chemical applications, appropriate
licenses for herbicide/turf applications as required by Georgia law, and a valid pesticide
applicator certification/license. At least three (3) references for similar work must be included
along with proof of insurance, including Certificate of Insurance evidencing general liability,
workers' compensation coverage, and any other coverage required by Georgia law.
Proposals must include service schedules, equipment list, and product/application program for
turf treatments. Pricing should be provided as an annual lump sum, broken into regular monthly
payments.
The District's evaluation period may last two (2) weeks beyond the closing date of the posting.
Proposals will be evaluated based on the proposer's experience and qualifications, quality of
maintenance program, turf management approach and chemical program, responsiveness and
service schedule, references and past performance, as well as overall cost. Proof of insurance,
Non-Collusion and E-Verify affidavits, W-9, and other legal documents as required by law are
required for a proposal to be considered valid. All proposers should have a physical operational
office within seventy-five (75) miles of Social Circle, GA. The award will be made to the
proposer offering the best value to the District, not solely the lowest price. The District reserves
the right to reject any or all proposals, waive informalities, and award in the best interest of the

By submitting a response to this request, the Contractor accepts the responsibility of reading,
understanding, and abiding by the additional General Terms and Conditions regarding
Debarment and Suspension Verification. Institutions shall solicit offers from, award contracts to,
and consent to subcontracts with responsible vendors and/or principals only. The serious nature
of debarment and suspension requires that sanctions be imposed only in the public interest for
the Government's protection and not for purposes of punishment. Institutions shall impose
debarment or suspension to protect the Government's interest and only for the causes and in
accordance with the procedures set forth in Federal Acquisition Regulation (FAR) 48 C.F.R.
Chapter 1, Subpart 9.4.
By submitting a proposal, the Contractor certifies that it is not debarred, suspended, or subject to
any ineligible or voluntary exclusions by the U.S. Department of Agriculture or any other federal
or state agency. All responses will be verified. The Contractor further certifies that neither it nor
any of its subcontractors or principals has been debarred, suspended, or declared ineligible by

Federal Acquisition Regulation (FAR) 48 C.F.R. Chapter 1, Subpart 9.4. The Contractor will
immediately notify the District if it is debarred or placed on the Consolidated List of Debarred,
Suspended, and Ineligible Vendors by a federal entity.
