The Social Circle City Board of Education is soliciting sealed proposals from qualified firms to
provide district-wide landscape maintenance, turf management, and mulch services for district
facilities starting July 1, 2026. Proposals will be received at 147 Alcova Dr, Social Circle, GA
30025 until May 14, 2026, at 12:00 PM (local time). Services shall be provided at the following
locations:
* Social Circle Elementary School, 2311 Social Circle Pkwy., Social Circle, GA 30025
* Social Circle Middle/High School, 154 Alcova Dr., Social Circle, GA 30025
* Social Circle Board of Education, 147 Alcova Dr., Social Circle, GA 30025
* Transportation/Alternative School, 240 W Hightower Trail, Social Circle, GA 30025
The Social Circle City Schools District (the "District") reserves the right to award all services as
a single contract or by service category, as deemed in the District's best interest. Contract term
shall be one (1) year, with option for renewal upon mutual agreement, from July 1, 2026. All
proposals must be submitted in writing to Shane Williams via hardcopy sent to the
aforementioned address or by email to shane.williams@socialcircleschools.org. Any inquiries
regarding this project should be directed to the same.
Contractor shall provide routine grounds maintenance including grass mowing; string trimming /
weed eating; edging of curbs, sidewalks, and walkways; bed weeding; herbicide application,
where appropriate and in accordance with label requirements; blowing/cleanup of clippings and
debris from paved surfaces; trash and litter pickup during each service visit, and will furnish all
labor, equipment, fuel, materials, and supervision necessary. All landscaping maintenance duties
shall be performed over 41 visits at weekly intervals from April through October and bi-weekly
intervals from November through March. Routine maintenance services shall include the Central
Office, Middle/High School, Transportation/Alternative School, and Elementary School
campuses as listed above and conducted to the performance standard defined thusly: All grounds
shall be maintained in a neat, safe, weed-free, and professional condition acceptable to the
District. Services not meeting District standards may require corrective action at no additional
cost.
Contractor shall provide chemical treatment services for all designated turf areas at the following
locations:
* Social Circle Elementary School, 2311 Social Circle Pkwy., Social Circle, GA 30025
* Social Circle Middle/High School, 154 Alcova Dr., Social Circle, GA 30025
Chemical treatments shall be conducted by the proposer at a schedule of five (5) applications
annually. Those treatments will be distributed across two (2) pre-emergent applications, one (1)
post-emergent application, and two (2) fertilization applications. Proposal shall include materials,
application schedule, product information, and treatment methodology.
Contractor shall furnish and install 2 inches of brown shredded mulch in all planted beds once
annually, at the following sites:
* Elementary School: approximately 130 cubic yards
* Middle/High School/Central Office: approximately 180 cubic yards
Mulching will not be required for athletic fields, retention ponds, or planted hill beds. Mulching
shall include planted beds and turf-adjacent landscaped areas surrounding athletic facilities and
Central Office grounds.
Proposers shall demonstrate experience providing institutional or commercial grounds
maintenance services, experience in turf treatment and chemical applications, appropriate
licenses for herbicide/turf applications as required by Georgia law, and valid pesticide applicator
certification/license. At least three (3) references for similar work must be included along with
proof of insurance, including Certificate of Insurance evidencing general liability and workers'
compensation coverage.
Proposals shall be broken into three (3) distinct services for Landscape Maintenance, Turf
Management, and Mulch Services as annual lump sum pricing. Proposals must include service
schedules, equipment list, and product/application program for turf treatments.
The District's evaluation period may last 2 weeks beyond the closing date of the posting.
Proposals will be evaluated based on the proposer's experience and qualifications, quality of
maintenance program, turf management approach and chemical program, responsiveness and
service schedule, references and past performance, as well as overall cost. Proof of insurance;
Non-Collusion and E-Verify affidavits; W-9; and other legal documents as required by law are
required for a proposal to be considered valid. All Proposers should have a physical operational
office within 75 miles of Social Circle, GA. Award will be made to the proposer offering the best
value to the District, not solely lowest price. The District reserves the right to reject any or all
proposals, waive informalities, and award in the best interest of the District. The District does not

and Suspension Verification. Institutions shall solicit offers from, award contracts to, and consent

and suspension requires that sanctions be imposed only in the public interest for the
Government's protection and not for purposes of punishment. Institutions shall impose
debarment or suspension to protect the Government's interest and only for the causes and in
accordance with the procedures set forth in Federal Acquisition Regulation (FAR) 48 C.F.R.
Ch.1 Subpart 9.4.
By submitting a proposal, the contractor is testifying that they are not debarred, suspended or has
any ineligible or voluntary exclusions with the U.S. Department of Agriculture or any other
Federal or State agency. All responses will be verified. Contractor certifies that the Contractor
and/or any of its subcontractors or principals have not been debarred, suspended, or declared
ineligible by any agency of the State of Georgia or any agency of the Federal government or as
defined in the Federal Acquisition Regulation (FAR) 48 C.F.R. Ch.1 Subpart 9.4. Vendor will
immediately notify the District if Vendor is debarred or placed on the Consolidated List of
Debarred, Suspended, and Ineligible Vendors by a federal entity.
