Sources Sought – Snow Removal and Ice Control Services – Neville Island and West View, PA
DESCRIPTION OF REQUIREMENT
The U.S. Army Corps of Engineers, Pittsburgh District, is conducting market research for snow removal and ice control services at the Pittsburgh Engineer Warehouse and Repair Station (PEWARS), Neville Island, Pennsylvania, and the West View COOP Site, West View, Pennsylvania.
The contractor will be required to provide all supervision, labor, materials, equipment, and other resources necessary to perform snow removal, ice removal, pretreatment, and ice control services.
Approximate service areas include:
PEWARS/Neville Island:
39,318 square feet of parking areas
63,659 square feet / approximately 2,500 linear feet of roadways
7,845 square feet of sidewalks, loading docks, exterior stairs, building entrances, emergency exit doors, accessible ramps, flagpole area, fire hydrants, and Security Guard booth area
18,311 square feet of designated snow placement area
West View COOP Site:
3,819 square feet of parking areas
32,569 square feet / approximately 2,750 linear feet of roadways
Services may include pretreatment prior to predicted snow or ice events; snow and ice removal from roads, parking areas, sidewalks, entrances, loading docks, ramps, stairs, and other designated areas; application of approved deicing materials; and relocation of removed snow to designated on-site snow placement areas.
The contractor must have sufficient personnel and equipment to respond to snow and ice events and provide continuous service, when required, until designated areas meet the Government’s snow and ice removal requirements.
For market research purposes, the Government currently estimates the following number of annual events at each location:
Class A – 20 events
Class B – 15 events
Class C – 10 events
Class D – 5 events
Class E – 3 events
Class F – 2 events
The quantities are estimates only and are not guaranteed.
Snow events are generally anticipated to include:
Class A: Pretreatment and ice-control activities
Class B: Snow accumulation up to 1 inch or ice up to 1/4 inch
Class C: Snow accumulation over 1 inch through 3 inches or ice over 1/4 inch through 1/2 inch
Class D: Snow accumulation over 3 inches through 6 inches or ice over 1/2 inch
Class E: Snow accumulation over 6 inches through 12 inches
Class F: Snow accumulation over 12 inches
Services are anticipated to be required during the seven-month snow season of October through April. The Government is considering a one-year base period with four one-year option periods, for a total potential contract period of five years.
The Government is seeking responses from contractors that are interested in and capable of performing this requirement.
