BID INV/TA TION FOR: Snow plowing services winter season 2026-2027
Unless specifically amended or deleted by the Purchasing Office, the following General Terms and Conditions apply to this Bid and any resulting
Purchase Order or Contract.
GENERAL TERMS AND CONITlONS:
BIDS. Bids must be received at the Purchasing Office before the date
and time specified for the opening. Bids must be submitted on this
bid form or exact copies and must be typed or clearly printed in ink.
Corrections must be initialed. Bids are to be made less Federal Excise
Tax and no charge for handling unless required by law. Bids will be
made available to the public after the time of award. Bid results will
be given by mail only if requested in writing and accompanied by a
self-addressed, stamped business size envelope.
SPECIFICATIONS. Vendors must submit on items as specified.
Any changes in specifications must be noted on the "Specifications
Exception Form". Vendors shall be notified in writing if any changes
to the specifications are made.
PERSONAL LIABILITY. The responding vendor agrees that in the
preparation of this bid or the execution of any resulting contract or
order, representatives of the City of Laconia shall incur no liability of
any kind.
PROOF OF COMPLIANCE. The responding vendor may be
required to supply proof of compliance with bid/proposal
specifications. When requested, the responding vendor must
immediately supply the Purchasing Office with certified test results
or certificates of compliance. Where none are available, the City of
Laconia may require independent laboratory testing. All costs for
such testing, certified test results or certificates of compliance shall
be the responsibility of the responding vendor.
A WARD. The award will be made to the responsible vendor
submitting a conforming Bid meeting specifications at the lowest cost
unless other criteria are noted in the Request for Bid. Unless
otherwise noted, the award may be made by individual items. If there
is a discrepancy between the unit price and the extension, the unit
price will prevail. When identical low bids are received the award
will be made to the local vendor. If identical low bids are received by
local vendors, or non-local vendors, the award will be determined by
the toss of a coin. Discounts will not be considered in making award
but may be offered on the invoice for earlier payment and will be
applicable on the date of completion of delivery or receipt of invoice,
whichever is later.
ASSIGNMENT PROVISION. The responding vendor hereby
agrees to assign all causes of action that it may acquire under the
antitrust laws of New Hampshire and the United States as the result
of conspiracies, combinations, or contracts in restraint of trade which
materially affect the price of goods or services obtained by the city
under this contract if so requested by the City of Laconia.
FORM OF CONTRACT. The terms and conditions set forth in any
additional Terms and Conditions by the Purchasing Office are part of
the bid and will apply to any contract awarded to the responding
vendor unless specific exceptions are taken and accepted and will
prevail over any contrary provisions in Terms and Conditions
submitted by the responding vendor.
OFFER. The undersigned hereby offers to sell to the City of Laconia
the commodities or services indicated in the following pagers) of this
Bid at the price(s) quoted in complete accordance with all conditions
of this Bid.

CITY'S OPTIONS. The City of Laconia reserves the right to reject
or accept all or any part of any bid, to determine what constitutes a
conforming bid, to award the bid solely as it deems to be in the best
interest of the City, and to waive irregularities that it considers not
material to the bid.
PUBLIC INFORMA TlON. The responding vendor hereby
acknowledges that all information relating to this bid and any
resulting order (including but not limited to fees, contracts,
agreements, and prices) are subject to the laws of the State of New
Hampshire regarding public information.

This document must be signed by a person who is authorized to
legally obligate the responding vendor. A signature on this document
indicates that all City of Laconia terms and conditions are accepted
by the responding vendor and that any and all other terms and
conditions submitted by the responding vendor are null and void,
even if such terms and conditions have terminology to the contrary.
The responding vendor shall also be subject to City of Laconia
contract and purchase order terms and conditions.

SNOW PLOWING SERVICES
WINTER SEASON 2026-2027
The City of Laconia seeks experienced snow plowing firms to submit sealed bids for the
snow plowing of designated City parking lots for the 2026-2027 winter season,
Interested firms are encouraged to submit Two (2) copies of the bids. They should be
delivered to the City of Laconia Purchasing Office, 45 Beacon Street East, Laconia, NH
03246 by 2:30pm 08/25/2026. Postmarks and other timestamps will not be accepted in
lieu of actual delivery to be considered. Emailed bids will not be accepted. Submissions
must be labeled company's identification and clearly labeled "Bid No. 26-08-llB Snow
Plowing Bid".
This contract will be awarded in total and is subject to budget constraints throughout the
snow season. It may be necessary to discontinue service if the budgeted amount has been
reached. The City reserves the right, at its sole discretion, to extend the services of the
Contractor(s) for up to three additional one-year periods, after successful completion of
the first year. The Contractor(s) maintains the right to decline extension years if so
desired. Contract pricing for extension years will be adjusted annually, up, or down, at
the start of the extension year, in accordance with year over year changes in the Bureau
of Labor Statistics Consumer Price Index - All Urban Consumers (CPI-U) for Boston-
Cambridge-Newton, MA-NH for all items, not seasonally adjusted.
A non-mandatory pre-bid site tour is scheduled for August 11, 2026, for firms
wishing to tour the parking lots with city representatives able to answer questions. The
meeting/tour will start at 7:30am (EST) at the Laconia City Hall front entrance. After
review of the City Hall parking area the tour will continue to the Main Street Parking Lot,
Beacon Street West Parking Lot, Church Street Lot and continue with the Schools
Parking Lots. Prospective bidders are encouraged to attend in order to get a complete
understanding of the scope of service required.
The successful bidder( s) must;
• Supply all equipment and labor required to maintain the parking lots awarded by
this contract.
• Have the ability to back drag plow areas without piling snow on curbs or
walkways.
• Remove snow with a bucket loader to minimize loss of parking spaces (where
required)
• Push banks back far enough to clear all parking areas.
• Provide a 24-hour phone contact number direct to owner, manager or driver. This
contact must not be an answering service.
• Angle plow away from walkways to avoid leaving large piles of snow on
walkways that can't be removed with a snow blower.
• Keep areas around dumpsters, fence openmgs and handicapped parking areas
plowed and clear.
• Maintain the drawing/plot plan of each building in their truck for reference.
Plowing shall commence when the accumulation reaches two inches (2") unless notified
otherwise by a representative of the Public Works Department. Mechanical failure of the
contractor's machinery or equipment shall not relieve the contractor of responsibility for
snow plowing designated sites. The City will not be responsible for repairs to the
Contractors' vehicles or equipment. The Contractor may be held accountable for the cost
of repairs associated with damage to City or privately owned property caused by their
personnel or others working under their direction.
The Contractor agrees to provide a certificate of insurance satisfactory to the City of
Laconia for General Liability, Workers Compensation, and Automobile.
For the purpose of this contract a snow storm is defined as snow accumulation up to eight
inches (8"). Snow fall in excess of this amount will be considered as a separate storm for
each additional 8" inches of snow or any fraction thereof. The determination of the
official snow fall amounts will be in accordance with National Weather Service (NSW)
for our area.

The City shall retain the right to call off contract snow plowing when it is deemed in the
best interest of the City to do so. The City representatives will inspect the contractor's
work on an ongoing basis, in the event that the Contractor is contacted by the City for
unsatisfactory work the contractor will have twenty-four (24) hours to respond to such
inquiry. The City will prioritize each location to be plowed prior to award of Contract.
If the City should have to plow an area that was not done in accordance with the contract
or was not completed in a timely manner, the Contractor will not be paid for that area and
the City may back charge the Contractor for completing such work in an amount not to
exceed the contract price for that site.
The Contractor must demonstrate, by past performance, that they are capable of
performing this contract. Please include a list of contracts completed or in progress.
The Contractor agrees not to subcontract or assign this agreement in whole, or in part,
without written permission from the City of Laconia. Nothing contained herein shall
create any contractual relationship between a sub-contractor and the City.
The City of Laconia has the right to enter into an agreement for snow plowing and
removal with another contractor should the terms of this agreement be breached by the
undersigned contractor.

Invoices shall be sent to the City not later than the tenth of the month following a
plowing event. Laconia agrees to make payment under the terms of this agreement within
thirty (30) days of the invoice date. Invoices should be sent to the Laconia Department of
Public Works, 27 Bisson Avenue, Laconia, N.H. 03246.
The selected firm will be expected to provide a certificate of insurance satisfactory to the
City of Laconia for Auto, General Liability and Workers Compensation. Acceptable
limits are $Im General Liability with a $2m General Aggregate. The Certificate must
name the "City of Laconia as an Additional Insured."
The City of Laconia reserves the right to accept or reject any or all bids or any part
thereof, to waive any formality in the bidding process, and to accept the bid considered to
be in the best interest of the City. The City may cancel this bid request at any time for any
reason.

advertisement, and (I) (We) understand that failure to comply with any statement, part or
request of this bid will be cause for rejection thereof.
