OVERVIEW:
King Conservation District (KCD or the District) is a special purpose district,
authorized by Washington State and guided by the Washington State Conservation
Commission, with the mission to promote the sustainable use of natural resources
through voluntary land stewardship.
In 2025, the Department of Ecology awarded the District a $2.65 million grant to serve
as manager of the Snohomish Basin Partnership, a pilot effort to streamline the
abundance of salmon habitat recovery work in the Snohomish Basin Watershed. Crucial
to this undertaking will be eliminating information gaps, facilitating data sharing,
promoting efficient use of resources, and minimizing duplicative efforts. To serve this
purpose, KCD is seeking proposals from qualified consultants to assist with the creation
of a Central Coordination Database, using Quickbase, which will track and align
restoration efforts across a highly diverse group of organizations, labor force, funding
sources, and land managers in the Snohomish Basin.
The deadline for submittal of proposals is Monday, June 15, 2026, by 11:59 PM.

1.KCD BACKGROUND
King Conservation District (KCD) is a special purpose district authorized by
Washington State and guided by the Washington State Conservation Commission. Our
mission is to promote the sustainable use of natural resources through voluntary
stewardship. Since 1949, KCD has been helping the people of King County manage
natural resources and build resilient communities. KCD's programming includes
technical, educational, and financial assistance for those in our service area. In addition,
the District often forms collaborative partnerships with other local entities to increase the
reach and capacity of conservation work.

2.PROJECT BACKGROUND
The Snohomish Basin Partnership (the Partnership) is a pilot project in development
out of King Conservation District starting January 2026. Funded by the $2.65 million
Riparian Systems Lead grant awarded to KCD by the Washington State Department of
Ecology in 2025, the partnership will be centrally managed by KCD and serve land
managers and organizations working towards salmon habitat recovery in the 1,856
square mile Snohomish River Basin.
The Snoqualmie, Skykomish, and Snohomish rivers that flow through Snohomish River
Basin (the Basin, also known as Water Resource Inventory Area 'WRIA' 7) are critical
habitat for threatened and endangered Puget Sound salmon populations. Federal and
State government have set ambitious habitat recovery targets for the Basin, and
restoration work is carried out by an extensive and varied network of organizations, who
will make up the Partnership, including Tribes, contractors, NGOs, and government
programs.
These organizations have been attempting to effectively coordinate around complex
factors such as seasonality, funding sources requirements, labor force and supply
availability over an immense geographic area, a challenge that has become an
impediment to making meaningful gains. The Partnership will address this issue in part
by the creation of a Central Coordination Database (Database, the Database), using
Quickbase, to track and streamline restoration efforts Basin-wide. KCD is seeking a
qualified consultant to help streamline workflow, create the database, and provide
ongoing support and training.

3.PROJECT DETAILS
* Database Needs:
Note: KCD has chosen QuickBase for this Database because we are transitioning to
this platform as an organization. Proposals for other platforms will not be accepted.
The Database will be managed and maintained by KCD as the coordinator but include
external access for land managers and project leads for data input and queries.
Examples of data table needs include restoration projects, King and Snohomish County
parcels, land managers, sponsor organizations, work crews, and funding sources. Each
of these will have associated spatial, temporal, ecological, and qualitative data, often
with multi-table links-e.g., a project will be tied to a parcel, land manager, and sponsor
organization.
Required capabilities:
Ability to produce a variety of cross-table reports to assist with resource
o
allocation planning.
Ability for project leads to create and populate monitoring events, while out
o
in the field if possible via a mobile app

An outreach log detailing communications with individual land managers
o
to avoid double efforts.
Protections for Personal Identification Information
o
Desired Capabilities:
Ability to export spatial data to aid with the creation of a parcel-based
o
impact map.
Ability for land managers to input characteristics of a conservation concern
o
on their land and receive a personalized list of potential educational,
technical, or financial resources pulled from a database-housed list.

Skills and experience:

Required:
Minimum three (3) years of experience in Quickbase app design including:

-Analyzing business processes and workflow
-Building a multi-project tracking database
Desired:
Experience with a multi-organization database

Experience or familiarity with ArcGIS and/or other spatial data software
o
Previous work as a consultant for an organization focused on conservation,

environmental protection or restoration
Experience training new Quickbase users

Proposals must be received by the deadline of Monday, June 15, 2026, at 11:59 PM.
Mailed proposals will be considered late if received after this date, even if post-marked
within the deadline. Vendors accept all risks of late delivery of mailed proposals
regardless of fault.
All proposals and accompanying documentation will become the property of the District
and will not be returned. Costs for developing the proposal in response to the RFP are
entirely the obligation of the vendor. Timeline and budgets contained in this RFP and in
submitted proposals are considered approximate until the final scope and budget are
negotiated as a contract between the selected consultant and KCD.

proposals pursuant to the consultant selection criteria listed above. The consultant, by
submitting a response to this RFP, waives all right to protest or seek any legal remedies
whatsoever regarding any aspect of this RFP. Any oral communications will be
considered unofficial and non-binding on the District.
