Snapfinger Wastewater Treatment Plant Phase 3A Construction Project

The County of DeKalb, GA (the "County"), is soliciting sealed Bids for Snapfinger Wastewater Treatment Plant Phase 3A Construction Project . Bids are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Thursday, April 9, 2026 . Late Bids will not be accepted.

Project work includes but in not limited to a licensed General Contractor furnishing all labor, materials, tools, equipment, and all work required to furnish and install the fully functional and operational plant treatment systems in accordance with the executed contract including drawings and specifications within the defined timeframe. This project includes demolition and partial demolition of existing tankage and equipment and construction of a new 160 million gallon per day (mgd) influent pump station (IPS), improvements to the existing sludge thickening system, refurbishment of the recently decommissioned aerated grit facility, and conversion of recently decommissioned process tanks into additional wet weather equalization storage.

The County owns and operates the Snapfinger Creek Advanced Wastewater Treatment Facility (Snapfinger AWTF). The Project is a high-priority component of the County’s Capital Improvements Program (CIP) and provides continued expansion of the Snapfinger AWTF treatment facilities. Once completed, the Project will provide pumping and treatment capacity to enhance the environmental resilience of the County's wastewater infrastructure and accommodate future growth. The Snapfinger AWTF is being expanded in multiple phases.

• Phase 1: Site work in preparation for Phase 2, construction is complete.
• Phase 2: New headworks facility, aeration basins, membrane bioreactor (MBR) facility, chemical facility, and dewatering building, construction was completed in 2025.
• Phase 3A: This project, described below.
• Phase 3B: Ongoing Design/Build project to provide ultraviolet (UV) disinfection of plant effluent.
• Phases 3C and 3D: Ongoing design projects that will provide hydraulic buildout of the Phase 2 facilities.
• Phase 3E and beyond: Projects have not been defined at this time.
