SMPD_PS_RFP 518099_AN ENTERPRISE-WIDE LEARNING MANAGEMENT SYSTEM AND PERFORMANCE MANAGEMENT SOFTWARE SOLUTION

New York City Housing Authority ("NYCHA"), seeks proposals from learning management system firms to provide NYCHA with access to a cloud-based Learning Management System (“LMS” or the “System”), Online Learning Content (through the LMS), and Performance Management Software. The solution shall provide learning content, on a software as a service basis, access to all functionality of the Learning and Performance modules within their system and related maintenance and technical support, implementation services, testing, and training services as detailed more fully within Section II of this RFP.

A non-mandatory Proposers’ conference (“Proposers’ Conference”) will be hosted online via Microsoft Teams on May 5, 2026at 10:00 a.m. Although attendance is not mandatory at the Proposers’ Conference, it is strongly recommended that all interested Proposers attend, and that Proposers thoroughly review bid documents in advance of the meeting. Proposals must be successfully submitted into iSupplier in final form no later than 2:00 P.M. on June 2, 2026 (the “Proposal Submission Deadline”). Proposals which are saved in iSupplier as a “draft” but not successfully submitted will not be considered. Proposers should refer to Section IV(B) of this RFP for details on Proposal submission requirements.

The anticipated award date of the Agreement(s) to the Selected Proposer(s) is on or about September 2026.

Interested firms are invited to obtain a copy of the RFP on NYCHA’s website.
