Separate sealed bids for the Small Main Replacement Project – 2025 Section will be received by the Village Clerk in the Village Hall, Glen Carbon, Illinois until 10:00 a.m., May 29, 2025, at which time the bids will be publicly opened and read aloud. Sealed bids should be labeled "Small Main Replacement Project – 2025 Section" on the outside of the envelope.
The proposed work consists of the replacement of approximately 2,800 lineal feet of existing water lines with 8" water mains and related appurtenances in Glen Carbon, and an HMA overlay of the streets.
Bids that are furnished by mail shall be addressed to the Village Clerk, Village of Glen Carbon, Village Hall, 151 North Main Street, Glen Carbon, Illinois 62034.
Plans, specifications and contract documents may be examined and obtained at the office of the Engineer:

Copies of the plans and specifications may be obtained upon the deposit of $50.00 for each set.
Deposits will be totally refunded to prime general contractors submitting a bid upon return of the plans and specifications in good condition within twenty (20) calendar days after the opening of the bids. A non-refundable charge of $10.00 to cover postage is required of those contractors who wish to have a packet mailed to them. Digital copies of the plans and specifications may be obtained at no cost upon Engineer's receipt of a completed request/release form provided by Engineer.
Plans, specifications and contract documents are also available for examination at Southern Illinois Builders, O'Fallon, Illinois.
No bidder may withdraw his bid within ninety (90) days of the scheduled time of closing bids.
All bids must be made on forms furnished by the Village of Glen Carbon.
The successful bidder will be required to execute and present performance and payment bonds in a sum equal to the full amount of the contract. Bids must be for the contract as a whole.
Illinois law requires that contractors pay the prevailing wage rates as determined by the Department of Labor.
The Village of Glen Carbon reserves the right to waive, or not to waive, any irregularities in the bids and to reject any or all bids and to determine which is the lowest and best bid.
