NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the Bid Committee of the Township of
Morris, County of Morris, State of New Jersey on Tuesday, December 9, 2025 at 11:00 AM prevailing
time at the Municipal Building, Public Meeting Room, 50 Woodland Avenue, Morristown, New Jersey 09760,
at which time and place bids will be opened and read in public for:
QPA: 2025-03
SLUDGE HAULING SERVICES
WOODLAND & BUTTERWORTH SEWAGE TREATMENT PLANTS
Specifications and other bid information may be obtained at the Administrator's Office/Purchasing
Department, Municipal Building, 50 Woodland Avenue, Morristown, New Jersey, 07960, during regular
business hours, Monday through Friday, from 8:30 AM to 4:30 PM.
Bids for the contract must be submitted on standard proposal forms furnished by the Township of Morris in
the manner designated therein and required by the Specifications. Bids must be enclosed in a sealed
envelope bearing the name and address of the bidder and must be addressed to the Purchasing
Department, Township of Morris, 50 Woodland Avenue, PO Box 7603, Convent Station, New Jersey
07961-7603 and clearly marked "QPA: 2025-03, Sludge Hauling Services" by December 9, 2025 at
11:00 AM. No bids will be accepted after the bid opening has commenced. Bids may be hand delivered,
mailed, or submitted by courier, and must be received by the time, date, and place specified above. The
Township of Morris will not assume responsibility for bids forwarded by mail or delivery service.
Pursuant to NJSA 52:32-44, all business organizations that conduct business with a New Jersey
government agency are required to be registered with the State of New Jersey. Bidders and their
subcontractors must submit proof that they are registered with the New Jersey Department of Treasury,
Division of Revenue by submitting a copy of their Business Registration Certificate. Failure to provide the
Business Registration Certificate prior to award of the contract will be cause for rejection of the bid as being
non-responsive.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17-27. Bids
may be held by the Township of Morris for a period not to exceed sixty (60) days from the date of opening
of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding
the contract. Pursuant to P.L. 2010, c. 108, N.J.S.A. 40A:11-23.3 authorizes a bidder to request withdrawal
of a public works bid due to a mistake on the part of the bidder within five days after the opening of the bids.
The Township reserves the right to reject all bids pursuant to NJSA 40A:11-13.2.
