Project Description: The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. Salt Lake County seeks to: contract for a SIMS system which includes custom interfaces, both internal and external, that were developed over the last decade. These interfaces are the basis of operational efficiencies and regulatory compliance in the Risk Management Division. SIMS is linked to two PeopleSoft modules with both custom Electronic Data Interchange (EDI) protocols and a unique query into personnel records used solely by Risk Management that transfers confidential employee information in a secure manner. There are also 6 other interfaces: four that facilitate savings for medical and pharmaceutical bills or provide efficient and confidential claim reporting and two that are external data exchanges to comply with mandates from Medicare and the Utah Labor Commission. Changing to a different claim software would require these same interfaces.
