BRIDGE REPAIR - SLATE MINE ROAD AT PINE LOG CREEK
The Gordon County Board of Commissioners is accepting sealed written bids
from qualified contractors for the bridge repair on Slate Mine Road at Pine Log
Creek. This project consists of repairing concrete by locating existing reinforcing
steel and miscellaneous concrete embedments within the vicinity of the repair;
saw cutting concrete; removing deteriorated concrete and/or existing
patch material; and installing concrete patch material. Bridge painting (clean and
repaint beams). Add Rip-Rap as directed by the Engineer. Clean and reseal deck
joints. Realign bearings and repair anchor bolts.
All work will be in accordance with this Specification, the Plans, and as directed
by the Engineer.
A mandatory prebid meeting will be held on Wednesday, May 20, 2026, at 10:00
a.m. onsite at Slate Mine Bridge Road. Attendance is required for all prospective
bidders.
Your written and sealed bid must contain at a minimum:
Completed the bid form and an authorized signature.
A bid bond in the amount of 5% of the bid, duly executed by the bidder as
principal and having as surety thereon a surety company authorized to do
business in the state of Georgia and listed on the latest issue of U.S.
Treasury Circular 570, or an irrevocable letter of credit, or a cashier's
check payable to the Gordon County Board of Commissioners.
A statement of the bidder's qualifications (form provided by the county).
A copy of the contractor's Certificate of Qualifications issued by the
Georgia Department of Transportation.
Written oath stating the contractor has not restricted competitive bidding
(Non-Collusion Affidavit form provided by the county).
In addition, the successful bidder shall submit the following items within ten
calendar days of written notification from the county of the bid award:
Proof of workers' compensation insurance in accordance with state law.

Provide proof of general liability insurance in the amount of at least
$500,000, naming the Gordon County Board of Commissioners as
additional insured.
Proof of automobile liability insurance in the amount of at least $500,000.
Written certification that the contractor operates a drug-free workplace in
accordance with O.C.G.A. 50-24-1 through 50-24-6 (form provided by
county).
Proof of a valid and current business license from the city/county where
the business is located or a business license from Gordon County.
A performance bond in the amount of the bid. The performance bond shall
be executed by the contractor and a corporate bonding company licensed
to transact business in Georgia and named on the current list of "Surety
Companies Acceptable on Federal Bonds" as published in the Treasury
Department Circular Number 570. If at any time a surety on any such
bond is declared bankrupt or loses its rights to do business in Georgia or
is removed from the list of surety companies accepted on federal bonds,
the contractor shall, within 10 days, notify the owner and shall substitute
an acceptable bond in such form and sum and signed by such other
surety as may be satisfactory to the county.
A payment bond in the amount of the bid. The payment bond shall be
executed by the contractor and a corporate bonding company licensed to
transact business in Georgia and named on the current list of "Surety
Companies Acceptable on Federal Bonds" as published in the Treasury
Department Circular Number 570. If at any time a surety on any such

If you choose to submit a written bid on this service, your sealed bid must be
marked "Sealed Bid - Slate Mine Road Bridge Replacement" and delivered to
the Gordon County Purchasing Department at 201 N. Wall Street, Calhoun,
Georgia 30701, no later than 2:00 p.m. on Thursday June, 25th, 2026. All bids
will be publicly opened at that time and place. You are invited to attend this bid
opening. No bids shall be withdrawn for a period of 60 days after the bid opening.
The Gordon County Board of Commissioners reserves the right to accept or
reject any or all bids received and/or disregard informalities in the bids received.

INSTRUCTION TO BIDDERS
THE CONTRACTOR SHALL:
1) Verify the work to be performed, including the confirmation of the ground,
the character, quality, and quantity of the products needed during the
construction activities, and the general and local conditions and all other
matters that can in any way affect the work to be done under the contract.
Failure to examine the site will not relieve the successful bidder of an
obligation to furnish all products and labor necessary to carry out the
provisions of the contract.
2) Be responsible for the placement, maintenance, and inspection of all
traffic control devices.
3) Be responsible for the placement, maintenance, and inspection of all
erosion control devices.
4) Be responsible for excavation, clearing, grubbing, fencing, and any other
miscellaneous construction items.
5) Call the Georgia Utility Protection Center at 1-800-282-7411 to locate any
underground utility before beginning the project.
6) Conduct a pre-construction meeting with county representatives,
contractor, and utility owners before beginning the project for coordination
and provide a 24-hour notice to Rusty Hogan, Gordon County Public
Works Director, when mobilization will occur. Rusty Hogan can be

7) Perform all work on this project in accordance with the Georgia
Department of Transportation Standard Specifications, 2001 edition, as
amended by supplemental specifications and contract special provisions.

INSTRUCTION TO BIDDERS
THE CONTRACTOR SHALL:
8) Be responsible for all erosion control items not covered in this contract
and in accordance with O.C.G.A. Title 12, Chapter 7, entitled "The Erosion
and Sedimentation Control Act of 1975, as amended in 1989." In addition,
the contractor shall be responsible for restoring any part of the project that
has been eroded by natural elements during construction and until the turf
has been established.
ADDENDA AND INTERPRETATIONS
1) No interpretation of the meaning of the drawings, specifications, or other
pre-bid documents will be made to any bidder orally.
2) Every request for such interpretation should be made in writing and
addressed to Rusty Hogan, Public Works Director, by e-mail to
rusty.hogan@gordoncountyga.gov, to be given consideration, and must
be received at least five business days before the date fixed for the bid
opening.
3) Any and all such interpretations and any supplemental instructions will be
in the form of written addenda to the contract documents, which, if issued,
will be e-mailed to all prospective bidders (at the respective addresses
furnished) before the date fixed for the bid opening.
4) Failure of bidders to receive or acknowledge any addendum shall not
relieve them of any obligations under the bid. All addenda shall become
part of the contract documents.

SUBCONTRACTS
The bidder is specifically advised that any person, firm, or other party to whom it is
proposed to award a subcontract under this contract must be acceptable to the
owner and the Georgia Department of Transportation.
METHOD OF AWARD
1) The contract will be awarded to the responsive, responsible bidder
submitting the lowest bid complying with the conditions of the contract
documents. The Board of County Commissioners is scheduled to consider
this bid for award during their Tuesday, July 7, 2026, commission meeting.
2) The owner reserves the right to reject any and all bids and to waive any
minor irregularities in the bids received whenever such rejection or waiver
is in the county's interest.
TIME SCHEDULE
1) The contractor agrees to begin work on this project within 30 calendar
days of the written notification to proceed.
2) The contractor agrees to complete all work on this project no later than
180 calendar days of the written notification to proceed, or liquidated
damages of $200 per calendar day shall be assessed against the
contractor. An extension of time may be granted by the Board of
Commissioners beyond the deadline for inclement weather.

THE COUNTY SHALL:
1) Obtain all environmental clearances and permits, and all right-of-way and
easements.
2) Pay the contractor in monthly payments in accordance with the "Georgia
Department of Transportation Standard Specifications". The contractor
shall not exceed the bid amount without prior written approval of the Board
of Commissioners. All extra work approved by the Board shall be paid on
the basis of the unit price as stated in the contractor's bid.

subject to either increase or decrease, and that should the quantities of any of
