Description

This is a Sources Sought Notice to identify subcontractors capable of installing the K-5B Substation and Sector 4 Switchgear under Subproject 1 of the Critical Utilities Infrastructure Revitalization (CUIR) Project. This is not a solicitation for proposal or quotations and no award will be made from this Notice.



SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice.



BACKGROUND AND PLANNED SCOPE



Many of SLAC’s utilities were installed in the 1960s as part of the original laboratory construction. These utilities were not designed to support the experimental parameters needed for science research today and in the future. The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) Project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC National Accelerator Laboratory (SLAC) to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs.



As part of CUIR Subproject 1, SLAC will install a new K5B Substation on the north side of the Klystron Gallery at Sector 9, and a new switchgear system on the south side of Sector 4. The scope includes equipment installation, site and electrical work to integrate with existing systems, and civil and utility modifications to support the new infrastructure.



Both the switchgear and substation equipment are Government Furnished Property (GFP). Certain work must be performed within pre-negotiated power outage windows, requiring careful coordination to minimize impact on ongoing operations.



This project is a project directly funded by the DOE's Office of Science.



SOURCES SOUGHT RESPONSE



Potential bidders will need to meet all necessary criteria outlined in Section L of the draft RFP, which includes:




  • Offeror is at least 5 years in business and has at least one office within 200 miles of SLAC for at least 3 years.



Interested subcontractors with the skills, capability, workload capability, and ability to obtain bonding to complete the planned project scope are invited to submit a written response to this Sources Sought Notice. Please provide the following information:




  1. Company Name

  2. Name, telephone number, and email address of a company point of contact who has the authority and knowledge to clarify responses.

  3. Bonding capacity

  4. A statement of your company’s interest in receiving the formal solicitation notice and in submitting a responsive statement of qualifications.
