This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This acquisition is being conducted using FAR Part 13, Simplified Acquisition Procedures. The resulting award will be a firm-fixed price purchase order. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(1) Solicitation 36C24725Q0383 is issued as a request for quotation (RFQ) combined synopsis/solicitation.

(2) Solicitation 36C24725Q0383 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03.

(3) This combined/synopsis solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only Vendors that are certified as SDVOSB in the Small Business Administration (SBA) certification database, VetCert, are eligible to participate in this solicitation. The North American Industry Classification System (NAICS) code is 333120, Construction Machinery Manufacturing. The small business size standard is 1,250 employees.

(4) General Description: The Contractor shall provide (1) each Skid-Steer Loader brand name or equal to the S76 Bobcat Skid-Steer Loader and (1) each heavy duty bucket with cutting edge. The full requirement description is included in the attachment Solicitation Description and Terms . Offerors are encouraged to review this entire solicitation including attachments before responding to this solicitation.

(6) Clauses and Provisions: All clauses and provisions applicable to this solicitation are included in the attachment titled Solicitation Description and Terms .

(7) Response Deadlines:
Quote Submittals: All quotes/offers must be submitted via email to the Contracting Officer, Lasonja Harvey at lasonja.harvey@va.gov no later than 1:00 PM Eastern Time on February 20, 2025. All quotes/offers submitted must include the solicitation number and title in the subject line of the email. Quotes/offers received after this date and time will not be considered for award.

Questions: Questions or request for information regarding this solicitation shall be submitted no later than forty-eight (48) hours prior to the solicitation closing date and time, unless it is determined to be in the best interest of the Government as deemed by the Contracting Officer. Questions or request for information must be submitted via email to the Contracting Officer, Lasonja Harvey at lasonja.harvey@va.gov. Telephone requests for information will not be accepted. Questions must be specific and in question format and include the solicitation number and title, Contractor name and email address.
