Pre-bid Conference and Site Review
A non-mandatory, but strongly encouraged, site walk is available by appointment. The Pre-bid conference
will begin at 1214 Aalis Drive, Taholah, WA 98587, then the site will be visited. Bidders must pre-register
for the site walk no later than 2:00 PM PST on May 7, 2026, via email to Frankie.pope@quinault.org
Mandatory Sealed Bid Opening:
A mandatory, sealed bid opening is scheduled for May 14, 2026, at 3:15 p.m. at 1214 Aalis Drive, Taholah,
WA 98587, Administration Building Large Conference Room. Bidders must be pre-registered for the bid
opening no later than 3:00 p.m. on May 13, 2026, via email to Frankie.pope@quinault.org. Bidders
may attend the bid opening by a virtual meeting, and the link will be shared with all bidders shortly after the
bid submission deadline.
Submission Method:
Bidders must submit their sealed, fixed-price bids along with their qualifications to the address above. Firms
are solely responsible for all costs incurred in the preparation and submittal of the RFP. Submittal becomes
the property of the QIN and will not be returned. Please note that QIN does not share bid responses or
tallies. Respondents shall submit (1) hard copy of their sealed bid response to the address below via certified
mail or hand-delivery, either before, or by 3:00 PM local time, May 14, 2026.
I. DESCRIPTION AND INTRODUCTION
The Quinault Indian Nation (QIN) is located on the Olympic peninsula in Washington State. The reservation
consists of over 200,000 acres. The Quinault Indian Nation is in the process of relocating its lower village
within Taholah to the Taholah Upper Neighborhood as part of the Community Driven Relocation Project, in
response to increased climate change conditions such as tsunamis that jeopardize the health and safety of the
lower village residents. The Nation has purchased four (4) manufactured homes that will be located in the
new Taholah Upper Village. Prior to placing the new homes on the home sites, the lots will require site
clearing, utilities installation, concrete pads and sidewalks, and concrete footings/driveways for the four (4)
new home sites, which consist of the following:
1. Lot 16 - Champion Home - 3 bedrooms, 2 baths, 56' x 26'-8", 1493 total square feet
2. Lot 21 - Champion Home - 4 bedrooms, 2 baths, 52' x 30'4", 1,577 total square feet
3. Lot 44 - Palm Harbor Home - 3 bedrooms, 2 baths, 44' x 27', 1,188 total square feet
4. Lot 49 - Champion Home - 3 bedrooms, 2baths, 40' x 26'8", 1,067 total square feet
The successful contractor will provide the following services as part of the bid for the four home sites.
* Contractor shall visit the site to become familiar with the project.
* Contractor shall meet with QIN representative on each site for a walk through
* Contractor shall field verify all measurements
* Clear each lot of debris and excavate for concrete footings 4 total
* Install culvert and concrete entry to each lot (4 total)
* Install concrete footings
* Back fill footings and slope the gravel fill away from concrete foundation
* Install trailer tie downs

* Install trailer cinderblock skirting
* Install utilities water & sewer
* Install electrical, including pole, PUD trenching, meter and electrical service
* Build 2 wood decks with stairs and handrail for one of the houses and 3 wood decks with stairs and
handrail for two of the houses. The fourth house will have ADA ramp required for each entry way,
and two exterior decks with stairs
* Install concrete driveway slabs for each home, estimated 24' x 30'
* Install 12" PVC-C900 Culvert pipe estimated 26'
* Install 3.5" of pavement over culvert pipe
* Install gutters and downspouts to each home
* Haul away work-related debris
* Install outdoor transfer-switch for use of generators during power outage
* Submit a self-certification letter to QIN for driveway plans, and estimates of all work
* Provide accurate timeline for work completion

II. BIDDER RESPONSIBILITY AND GENERAL INFORMATION
2.1 Mandatory Bidder Responsibility Criteria: it is the intent of the Owner to award a contract to the
low, responsible bidder. Previous working experience with the Nation and the bidder's licensing history
may be considered. Before award the bidder must meet the following bidder responsibility criteria to be
considered a responsible bidder. The bidder shall be required by the Owner to submit documentation
demonstrating compliance with the criteria. The Bidder must:

1. Have a current certificate of registration as a contractor in compliance with chapter 18.27 RCW
which must have been in effect at the time of bid submittal. Contractors must be in "active" status.
2. Have or obtain a valid business license issued by Quinault Indian Nation prior to issuance of Notice
to Proceed.
3. Maintain insurance policy/policies meeting minimum requirements listed in this document.
4. Not be disqualified, disbarred, or suspended from bidding on any public works contract. The Bidder
shall not be listed as a current debarred or suspended bidder on the U.S. General Services
Administration's "System for Award Management" website: http://www.sam.gov.
2.2 Supplemental Bidder Responsibility Criteria: In addition to mandatory bidder responsibility
criteria referenced above, the Bidder must also meet the following relevant supplemental bidder
responsibility criteria applicable to the project and, as evidence that the bidder meets the supplemental
bidder responsibility criteria, the apparent and second low bidders must submit the required
documentation to the Owner within 48 hours of the bid submittal deadline. The Owner reserves the right
to request such documentation from such bidders:
1. Business status: Bidder shall not be "inactive," "suspended," or "not in good standing" with
Washington State Secretary of State's Office, the Department of Revenue or Department of Labor &
Industries.
2. Bidder shall provide documented information from Washington State Secretary of State's Office,
Department of Revenue or the Department of Labor and Industries providing the date of
incorporation or formation, the state of incorporation, that the Bidder is active and in good standing
in the State of Washington, State of Washington tax reporting number, and the name and address of
the registered agent, general partner or managing member.
3. Bidder shall take steps to ensure that their subcontractors are also in good standing with the above-
described entities.
2.3 Insurance Requirements
Contractor is required to provide proof of current Worker's Compensation insurance with Washington
State statutory limits end Employer's liability insurance. Minimum coverage $1,000,000 per occurrence.
Contractor will provide proof of Commercial General Liability Insurance stating adequate coverage for
project. Carrier shall be rated A.M. Best's Insurance rating of at least A or better. Minimum coverage:
General Liability $1,000,000 per occurrence / $2,000,000 aggregate; Excess Liability $5,000,000 per
occurrence / $5,000,000 aggregate. Policies need to list site location, project name, city and state, and
shall name the following parties as Additionally Insured and named Certificate Holders: Quinault Indian
Nation, its elected officials, officers, employees. Materials Testing and Consulting shall also be named
as an additionally Insured. Contractor shall carry Automotive Liability Insurance. Minimum coverage
$1,000,000 combined single limit for hired and non-owned vehicles with Personal Protection Insurance
and Property Protection Insurance.
2.4 Safety and Security
* The Bidder shall comply with all safety standards associated with the trade and in regards to OSHA.
* The Bidder shall enforce the applicable safety and health rules and measures on all his/her
subcontractors and all other persons directly or indirectly employed by him/her on the Site.
* The Bidder shall provide the necessary first aid facilities at the construction site in accordance with
OSHA instructions and guidelines.

* At a minimum. all workers performing on-site construction work shall wear high visibility safety
vests, hard hats and appropriate footwear, and shall wear safety goggles and gloves as appropriate
for the work task they are undertaking.
* The Contractor shall furnish a copy of its safety plan prior to mobilization to site.
2.5 Culturally Sensitive Sites
If any objects of cultural or historical significance are discovered during construction the Contractor
shall notify the Owner's CM immediately.
2.6 Governing Law
The laws of QIN shall govern this RFB and associated processes and procedures. This RFB does not
constitute or include a waiver of QIN's sovereign immunity.
2.7 Prevailing Wage
Contractor agrees to comply with all applicable laws, regulations, and policies of the United States and
the State of Washington or other jurisdiction which affect wages and job safety. The Sponsor agrees
when state prevailing wage laws (RCW 39.12) are applicable, to comply with such laws, to pay the
prevailing rate of wage to all workers, laborers, or mechanics employed in the performance of any part
of this contract, and to file a statement of intent to pay prevailing wage with the Washington State
Department of Labor and Industries as required by RCW 39.12.40. The Sponsor also agrees to comply
with the provisions of the rules and regulations of the Washington State Department of Labor and
Industries.
2.8 Nation's Tribal Employment (TERO)
The Quinault Nation's Tribal Employment Right Ordinance (TERO) provides the Nation's Indian
Preference policy that applies to this contract. Other TERO requirements include submission of a
Compliance Plan and payment of a fee prior to commencing work on the Quinault Indian Reservation.
Every Contractor with a Contract Sum of $10,000 or more, or more than one contract in a 12-month
period and the aggregate sum of those contracts is $10,000 or more, shall pay a one-time fee of 1.75% of
the total Contract Sum. Such fees shall be paid by the Contractor. Contact Evelyne Kalama, (360) 276-

2.10 Retainage
The Owner shall hold back a retainage in the amount of five percent (5%) of any and all payments made
to the Contractor for a period of sixty (60) days after the date of final acceptance, or until receipt of all
necessary releases from the State Department of Revenue and the State Department of Labor and
Industries, and until settlement of any liens filed under chapter 60.28 RCW, whichever is later.
2.11 Bid Deposit
Bidders shall submit a bid deposit equal to 5 percent (5%) of the bid amount. The deposit may be in
cash, certified check, cashier's check or surety bond.

2.12 Performance Bond
A performance bond of 1% of the total contract price is required for this bid.
2.13 Build America, Buy America
QIN funding for this project comes from federal sources, therefore federal requirements must be
followed. One of those requirements is the Build America, Buy America (BABA) provisions. These
provisions apply a domestic preference to the acquisition of goods and construction materials for
infrastructure projects. Thus, BABA requires that for all federal funding expended for an "infrastructure
project," "all of the iron, steel, manufactured products, and construction materials used in the project"
must be produced in the United States.
When BABA applies, QIN is required to ensure that manufactured products, construction materials, and
iron and steel that are consumed in, incorporated into, or affixed to the infrastructure project have been
produced in the United States. That means: for manufactured products, an item is produced in the United
States if it (1) is manufactured in the United States and (2) have a cost of components that are mined,
produced, or manufactured in the United States that is more than 55 percent of the total cost of its
components.
For iron and steel, it is produced in the United States if "all manufacturing processes, from initial
melting stage through the application of coatings [occurs] in the United States."
for construction materials, which are undefined by statute except that "cement and Cementitious
materials, aggregates such as stone, sand, or gravel, or aggregate bunding agents or additives" are
excluded, all must be "produced in the United States."
QIN includes this information to inform responsive contractors:
* The price of these materials may be higher than materials produced outside the United States
* Language obligating compliance with BABA will be included in the contract
* The supplier will need to obtain certification(s) from contractors demonstrating compliance with
BABA directives and requirements.
III. INSTRUCTIONS TO BIDDERS
This is a fixed-price bid. Time and materials bids will not be accepted. This Request for Bid does not
commit QIN to award a contract, to pay any costs incurred in preparation of a response to this invitation or
to procure or contract for services or supplies. Bidders will not offer any gratuities, favors, or anything of
monetary value to any employee, officer, or agent of the Nation for purpose of influencing favorable
disposition toward either their proposal or any other proposal submitted as a result of this RFB. All
proposals submitted hereunder become the exclusive property of the Nation. The Nation reserves the right to
accept all or part of the bid, or to decline the whole bid.
The Bidder shall sign the associated Contract documents and shall enclose with their bid a completed copy
of the Mandatory Bidder Responsibility Checklist and Non-Collusion Affidavit. After bid opening, the
Successful Bidder shall provide a W-9, submit certifications of required insurance coverage, and obtain a
Quinault Indian Nation business license for all firms / subcontractors doing work on the Quinault
Reservation prior to issuance of Notice to Proceed. Subcontracts must be approved by the Quinault Indian
Nation.

3.1 Evaluation Criteria
All responses shall be evaluated with respect to the completeness of the information provided, support for
all claims made, and the overall approach taken. The following criteria will be utilized in the technical
evaluation of the consultant's proposal:
1. Bid Amount 45 points
2. Firm Qualifications and demonstrated ability to meet scope/timeline 35 points
3. Previous Project Experience/Reports from References 10 points
4. Tribal or Minority/Women-owned Business 5 points
5. Previous experience working with QIN 5 points
100 total points possible
3.2 Bidder Response & Qualifications
Bids must include all information requested and meet all specifications/requirements outlined in this RFB.
Incomplete bids will not be included in the selection process.
1. Cover Letter. Bids must be signed by a person duly authorized to legally bind the Bidder
submitting the bid.
2. Schedule & Management Plan. The Bidder shall submit to QIN as part of the Bid, a Schedule and
Management Plan, which shall at a minimum, contain the following elements:
(a) Preliminary timeline of when work may begin, including:
(a) Estimate of time to receive all required materials
(b) Estimated amount of time to complete the project; include final date of work
completion as "Not to Exceed"
(b) List of all subcontractors to include contact information for each subcontractor
(c) List of main suppliers
(d) Detailed description of work executed by the contractor
(e) Description of manpower resources
3. Other Required Information.
(a) Name and prior experience of each involved team member, as well as their specific
involvement in this project.
(b) Include any applicable manufacturer, safety and 3rd party
(c) Certifications
(d) Narrative on respondent's experience with the entire SOW.
(e) Three references for clients who have received work of a similar nature.
(f) Include a description of each reference's project and work provided
i. Three additional references for clients of any type.
ii. Acknowledgement of receipt of all bid documents and supporting

3.3 Completion of Similar Projects
a. The Bidder shall have successfully completed at least three (3) projects of a similar size and
scope as required by the contract documents for this project within the last five (5) years. In
evaluating whether the projects were "successfully completed," the Owner may check references
for previous projects and may evaluate the owner's assessment of Bidder performance, including
but not limited to the following areas:

ii. Quality Control
iii. Timeliness of performance
iv. Use of skilled personnel
v. Management of subcontractors
vi. Availability and use of appropriate equipment
vii. Compliance with project documents
viii. Management of submittals process, change orders and closeout.
b. Bidder shall complete Relevant Project Experience form and enclose with their bid.
3.4 Bid Schedule
Note: Bids shall not include Washington State and local sales tax on all items delivered to the site on the
Quinault Indian Reservation. Washington State B&O taxes do not apply to construction charges performed
within the boundaries of the Quinault Indian Reservation. All other applicable taxes and fees may apply.

All costs associated with the project must be included in the above table . This is a firm fixed sum contract.
No additions for labor, materials, unit pricing, travel, or the like, will be added on to the cost agreed to in the
contract.
3.5. Criteria for Selection
The evaluation of each Bidder response to this RFB will be based on its demonstrated competence,
compliance, format, and organization. The purpose of this RFB is to identify those bidders that have the
interest, capability, and history of success to complete SOW. QIN shall also consider:
* Capability of the bidder to meet or exceed requirements set forth in Scope of Work
* Cost of the work in the submitted bid, as identified above
* Expressed interest in or history of working with QIN (or other Tribes) with an
understanding of Northwest Tribal cultural values.
* Bidder's understanding of the goals defined within this RFB and ability to articulate
a proposed approach to fulfill those obligations in a quality way.
* Experience providing construction services for fiber installation, fiber splicing, fiber connectivity
testing, underground boring including experience with civil improvements, installation of
communications vaults, and aerial attachment. Bids without at least 5 years of such experience may
be rejected.
* Demonstrated history of safety, timely delivery and properly budgeted projects.
* Ability of Bidder to communicate its vision and capacity for establishing
a relationship that addresses current and future needs of QIN.
3.6 Bidder Certification
1) This certification attests to the bidder's awareness and agreement to the
content of this RFB and all accompanying calendar schedules and provisions
contained herein.
2) The Bidder must ensure that the following certificate is duly completed and
correctly executed by an authorized officer of your company.
3.7 Builders Exchange
