NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source - Research and Evaluation Partner
The identified vendor will:
1. Request and coordinate the collection and cleaning of data from project partners on a
quarterly basis.
2. Narrow down the data collected based on a set of pre-determined variables to develop
control and comparison groups.
3. Develop and maintain the control and comparison group lists quarterly throughout life of
the project.
4. Request data from partner agencies to monitor select crime trends.
5. Monitor requested data throughout life of project to ensure program fidelity.
6. Participate in monthly meetings to gain information needed for maintenance of control.

7. Prepare quarterly reports including on desired program outcomes, comparison of control
and comparison groups, and select crime trends.
8. Prepare detailed analysis and evaluation final report after conclusion of two-year period
on desired program outcomes, comparison of control and comparison groups, and select
crime trends.
9. Provide responses necessary for completion of quarterly grantor reports.
Procurement Timing/Deadlines:
1. Work must be completed by end date of grant, September 30, 2026, and could change if
grantor extends end date of grant.

In accordance with Shelby County's Purchasing policy, notice of single source will be posted on
the County's website for seven (7) days prior to award.
Notice expires on August 28, 2026 at 2:30 p.m.
