NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source – Comprehensive Pharmaceutical Services and Medication
Management for Shelby County Health Department Outpatient Programs
The identified vendor will:
1. Provide prescription and non-prescription medications for outpatients in accordance with
all applicable federal, state, and local laws, regulations, and public health guidelines.
2. Maintain secure, compliant storage facilities for pharmaceuticals associated with local
bio-terrorism preparedness and emergency response efforts, ensuring readiness, safety,
and regulatory compliance at all times.
3. Possess specialized equipment and technical expertise to repackage bulk pharmaceutical
supplies into individually labeled, patient-specific packets suitable for outpatient
distribution and public health program use.
4. Provide licensed pharmacist supervision and professional oversight for tuberculosis (TB)
medication dispensing, including adherence monitoring, compliance support, and
coordination with Shelby County Health Department clinical staff. All pharmacist-related
supervision and services shall be included within the overall cost of services.
5. Ensure full compliance with Tennessee Board of Pharmacy requirements CDC
guidelines, and other applicable regulatory standards governing pharmaceutical services
and public health operations.
6. Ensure uninterrupted access to medications and pharmacy services critical to public
health programs, including time-sensitive and population-based treatment initiatives.
7. The combination of secure bio-terrorism pharmaceutical storage, bulk medication
repackaging capacity, and licensed pharmacist-supervised TB dispensing represents a
specialized set of services that are not otherwise available from any other local provider
within Shelby County.
Procurement Timing/Deadlines:
1. Services to be delivered by January 1, 2026
2. Services to be rendered for the period of January 1, 2026 to June 30, 2026

In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) days prior to award.
Notice expires on January, 23, 2026 at 2:30 p.m.
