NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single-source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source – 201 Poplar Lower-Level CJC Courtroom Technology
The identified vendor will:
1. Install and integrate a court-specific AV and Digital Court Recording (DCR) solution
including microphones, IP cameras, assisted-listening systems, video encoders/decoders, DSP-
controlled audio, and dual displays to enable real-time and recorded hybrid proceedings.
2. Deploy QSC DSP room-control on courtroom workstations and touchscreens, including a
mounted 10-inch PoE touchscreen at the Clerk’s station and a desk-mounted unit, providing
full in-room AV control and automation.
3. Enable video-conferencing interoperability (Zoom, Microsoft Teams, Webex, etc.) via the
integrated DCR workstation and software with multi-channel audio/video recording, post-
recording management, and screen-capture.
4. Provide on-site installation, programming, and configuration for the complete AV and
recording system, plus initial setup and end-user training.
5. Deliver one year of on-site and remote support per courtroom, including hardware
replacement upon completion of installation.
Procurement Timing/Deadlines:
1. Goods and equipment shall be delivered and installed between November 15, 2025 and
December 31, 2026, in accordance with the project schedule for each of the eight courtrooms.
2. Provide maintenance services for one (1) year per courtroom, beginning upon substantial
completion of each courtroom’s installation (rolling start from the first through the last
installation).

In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) days prior to award.
