NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source – Modification of Design Documents for Walnut Grove
Widening from Rocky Point Road to Houston Levee Road
The identified vendor will:
- Redesign of storm sewer system to conform to new TDOT requirements for the
encroachment of runoff into the traffic lanes.
- The addition of ROW calls for all easements as per new TDOT requirements which required
the development of 1” = 30’ scale ROW layout sheets for the purpose of clarity.
- The development of metes and bounds descriptions for all easements to meet new TDOT
requirements.
- Preparation of a design exception packet for submission to TDOT for sight distance on
Houston Levee Road.
- Updating plans and utilizing extensive TDOT checklists for plans as per new requirements.
- Investigations into NEPA CE Documentation Update.
- Updating permits and SWPPP documents (Permit costs based on 19.6 acres).
- Obtain traffic counts at the intersection of Walnut Grove and Houston Levee and updating
signal timing.
- Updating traffic signal design to new standards.
- Updating surveys based on current conditions and a defined allowance for some future
updates.
- Revising plans to reflect the use of the roadway typical section contained in the approved
NEPA document.
Procurement Timing/Deadlines:
Services to be rendered by December 31, 2026.

In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) business days prior to award.
Notice expires on January 8, 2026 at 2:30 p.m.
