NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source – MAJOR SOURCE AIR POLLUTION INSPECTIONS
AND REPORTING
The identified vendor will:
1. Schedule and perform United States Environmental Protection Agency (USEPA) required
inspections of permitted synthetic minor and major Title V Air Pollution Emission Sources
to determine compliance.
• Reviewing the assigned sources, the Air Pollution Control permit to operate.
• Reviewing applicable New Source Performance Standards (NSPS) and National
Emission Standards of Hazardous Air Pollutants (NESHAP) and determining
• compliance with the applicable Federal requirements within these standards and all
other local and State operating Air Permit requirements.
• Reviewing previous inspection reports.
• Performing the USEPA required inspections following the Department's standard
operating procedures (SOP) and guidelines.
• Preparing a draft source inspection report in the current Department format.
2. Will have knowledge of NESHAP standards and requirements as necessary to determine
compliance with these Federal standards.
3. Will have experience performing compliance inspections of Synthetic Minor and Title V
Major Air Pollution sources.
4. Senior report reviewers should have a professional Engineering License (P.E.) or a
Master's in a related Scientific field, both with Air Pollution Regulatory compliance
experience.
5. Inspectors will have a current EPA Method 9 Certification for Visible Emissions
Observations (opacity)
Procurement Timing/Deadlines:
1. As needed over a period of One Year

In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) business days prior to award.
Notice expires on May 19, 2026 at 2:30 p.m.
