NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source -Jackson Forensics Consulting LLC
The identified vendor will:
Shelby County seeks to establish Rapid DNA and Digital Forensics capabilities to support law
enforcement agencies through a coordinated, operational model. The objective is to implement
services that are usable, trusted, and adopted across participating agencies.
Shelby County will engage a single Consultant to guide planning and initial implementation. The
Consultant will be responsible for overall coordination and may engage specialized subject
matter expertise as needed to support specific technical components. The Consultant will serve
as the single point of accountability for planning and initial implementation of the Rapid DNA
and Digital Forensics initiative.
Responsibilities include:
* Assess current state across participating agencies, including capabilities, workflows, and
gaps
* Develop a practical, phased implementation plan for Rapid DNA and Digital Forensics
services
* Define operational workflows, including evidence intake, processing, reporting, and
chain-of-custody
* Identify required staffing, equipment, and facility needs based on real-world operating
conditions
* Coordinate directly with law enforcement agencies to ensure the model reflects how work
is performed in the field
* Recommend a practical governance and coordination approach to support multi-agency
participation
* Establish clear roles, responsibilities, and communication protocols across participating
agencies
* Identify where specialized expertise is required and engage subject matter experts as
needed
* Provide regular, concise updates to County leadership on progress, risks, and decisions
required
The focus of this effort is to establish an operational model that agencies will use in practice,
rather than developing a theoretical or administrative framework.
Procurement Timing/Deadlines:
1. Services to be rendered between May 1, 2-26 and November 30, 2026.

In accordance with Shelby County's Purchasing policy, notice of single source will be posted on
the County's website for seven (7) days prior to award.
Notice expires on April 28, 2026 at 2:30 p.m.
