The City of Derby, Kansas (hereinafter referred to as the "City") invites bids from vendors
to provide Single Axle Dump Truck with Liquid Application System and Plow.
Please carefully review this document. If you are interested in making a bid consistent
with the conditions, instructions, requirements, and specifications as contained herein.
Submit of the Response Form together with a comprehensive bid in a sealed envelope no
later than 2:00 P.M., on Tuesday, April 7, 2026. The outside of the envelope should be
clearly marked with the bidder's name and address and identified as
Single Axle Dump Truck with Liquid Application System and Plow. The sealed envelope
should be addressed as follows:

The City of Derby reserves the right to reject any or all bids with or without cause.
Each bidder shall specify the delivery date, which is 60 days or less after receipt of the
purchase order. Delivery shall be made to the Public Works Fleet Division after all pre-
delivery services have been performed.
If submitted by mail, the sealed envelope containing the bid must be enclosed in another
envelope addressed to the City Clerk, 611 N. Mulberry, Suite 300, Derby, Kansas 67037.

It is the sole responsibility of the bidder to see that its response and the appropriate
documents are delivered on time. Any response received after the scheduled closing time
for receiving bids will be returned to the proposer unopened and will not be considered. It
is the responsibility of the bidder to check Derby's website for information and updates.
Proposed pricing for the equipment may be disclosed at a public meeting to receive and to
file responses of this solicitation at the City of Derby Board of Bids and Contracts meeting.
Other information provided in your response will be considered proprietary and will not be
divulged during the bid review process unless otherwise required by law. Because the
purchase requires the expenditure of public funds, part or all of the successful bid will likely
be public record within the meaning of the Kansas Open Records Act. Prior to acceptance
of a bid, the information contained in each bid will be used for evaluating the bidder's ability
to handle the scope of services and will not be shared with persons not involved in the
evaluation of bids unless otherwise required by law.

GENERAL INFORMATION
This request is for Single Axle Dump Truck with Liquid Application System and Plow that
meets the specifications listed. It is the intent of these specifications to describe the
equipment that is capable to accommodate the needs of the City.
In order to permit manufacturers to follow their standard processes, minor deviations from
the provisions of these specifications will be considered. Such deviations will be approved
only at the discretion of the City and only if such approval, in the opinion of the City, does
not adversely affect the operation, maintenance, productivity or the life of the vehicle or
any of its parts. All deviations, however insignificant, must be fully explained on response
sheets and shall become part of the bid. There shall be no deviations from the specifications
or the intent of the specifications, except which are listed and which are expressly approved
as part of the bid acceptance. The City reserves the absolute right in its obligation to the
public, to accept the best bid to serve the public interest.

bushings to minimize maintenance. Tailgate shall have 4 formed chain

shall be supplied, the chains shall be run in a protective sheathing to

tarp arms with a minimum four spring system that lift the system over
heaped loads, shall also be equipped with an aluminum tension bow to
help prevent billowing. ____________________
Tarp system should be mounted on the back of and just below the top
of the cab shield/protector and be supported by mounting brackets. ____________________
Truck lighting and Emergency lights: YES NO_
Where possible LED lighting should be utilized over Halogen lighting,
this includes the Headlights and the plow lights that are affixed to the
hood. Taillights shall be LED as well. ____________________

affixed to Truck cab or Dump bed cab protector. If mounting to truck
cab light bar must be visible from rear of vehicle for maximum visibility.

Slide in unit shall utilize the entirety of the dump body and shall be a
minimum capacity of 1050 gallons. Tank shall be equipped with baffles
or other means of surge mitigation. ____________________
Frame construction of the (L.A.S.) shall be stainless steel for corrosion
resistance. Slide in unit shall have built in legs so unit can be stored
while not in use. All hardware and fasteners to unit should utilize
stainless steel where applicable. ____________________
Liquid shall be delivered to roadway by means of a hydraulic pump with
a minimum of 205 gpm. Hydraulic pump shall be powered from the
existing hydraulic couplers on dump body. ____________________
Flow meter included. 24 gal/lane nozzles with multilane spray boom to
allow coverage for up to three lanes of traffic. ____________________
Fluid level kit shall be installed ____________________
Brine application shall be controlled and modified by operator inside
the truck cabin. Controls should allow for varying flow rates and control
for up to three lanes of traffic during brine operation. Should be able to
track and modify brine output and usage. ____________________

(L.A.S.) should come equipped with its own set of amber and white
emergency lights sufficient for use in heavy snowfall. Also, at the rear
of the (L.A.S.) two L.E.D. spotlights affixed to shine towards the driver's
side and Passenger sides of the truck such that it illuminates the
material being spread onto the roadway. ____________________
Snowplow specifications: YES NO_
Snowplow shall be 11 foot in length with a 42-inch mold board with
integral shield. Quick hitch style hook ups installed on plow. Full trip
with two external compression springs. Power angling with top
mounted nitride cylinders and cushion valve. Rectangular skid shoes
with screw jack adjusters. ____________________
Bottom of plow shall be supported by full width push tube to provide
extra rigidity and support to plow blade. ____________________
12" Rubber deflector with stainless steel backing plate on top edge of
plow to prevent snow from blowing up to the windshield of the dump
truck while plowing. ____________________
12"x 3"x 3" x 5/16" channel bumper on front frame extensions. Quick
hitch truck portion should be welded to truck. Install sufficient stress
bars to accommodate increased stress load from plow assembly and
plow. Sand, seal and paint complete assembly black matching frame
paint. ____________________
Install quick couplers for plow hook-up and plumb complete ____________________
Plow should be equipped with a carbide blade system similar to the
blades already in use by the City.

Usage:
Vehicle odometer reading at F.O.B. destination must not exceed fifty
(50) miles maximum new and unused condition. ____________________

The successful bidder must furnish two complete sets of filters
for each unit being delivered. A full list of common replacement
parts must be delivered with the machine(s). ____________________
Manuals:
The successful bidder shall deliver to the fleet maintenance
supervisor for units furnished under this bid, one (1) set of the
following in paper format and one (1) in electronic format: ____________________

The vendor shall provide at no additional cost to the city,
a minimum of four (4) hours on-site, interactive "operation and
maintenance training" to street department personnel. ____________________
The training shall include all points covered in the operator's

If needed, the vendor shall provide the necessary tools and
teaching aids to conduct the on-site training. ____________________
At the completion of the training, each participant shall
understand how the equipment operates and what is necessary
to maintain the equipment to manufacturer's specifications. ____________________

F.O.B. destination to the City of Derby, Fleet Maintenance Division,

Warranty:
The successful bidder must furnish proof that they will, and is capable
of, providing parts, service and repair to all items herein specified.
Bidder must agree to administer and must furnish, in writing,
manufacturer's standard warranty terms and conditions.
