E. Project Description: The scope of work encompasses three (3) Simpson County School District
sitesfortheToiletRenovationsProject,whichincludesinteriorupgradestoexistingstudentgang
restrooms and staff restrooms at: Mendenhall High School, Magee High/Middle Campus and
Simpson Central Elementary School. The work includes selective demolition, installation of new
floorandwallfinishes,replacementoftoiletpartitionsandaccessories,fixturetrimupgrades,and
new lighting. Additionally, the project provides for associated minor architectural, plumbing,
mechanical,andelectricalimprovementsasdetailedintheconstructiondrawings.
1.2 BIDSUBMITTALANDOPENING
A. Ownerwillreceivesealedlumpsumbidsuntilthebidtimeanddateatthelocationgivenbelow.
Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the
envelope with the following: "Simpson County School District - Toilet Renovations; Project
number 25111.06 to be opened June 11, 2026" Envelope shall be addressed to Dr. Robert L.
Sanders, Superintendent, 111 Education Ln, Mendenhall, MS 39114. In addition, the envelope
shalllistthebiddersCompanyname,Companyaddressandallapplicablestateandlocallicense
andregistrationnumbersofthebidder.Envelopesnotsomarkedaresubmittedattheriskofthe
bidderastheOwnerandArchitectassumenoresponsibilityfortheprematureopeningofanybid
envelope by any employee of the Owner or Architect. Owner will consider bids prepared in
compliancewiththeInstructionstoBiddersissuedbyOwner,anddeliveredasfollows:
1. Inaddition,Electronicbidsmaybesubmittedthroughthewebsitewww.dalebaileyplans.com.
Electronic bids are not required by the Simpson County School District but offered as
another means to submit a bid. Single stipulated sum bids will be received for all work
requiredbythecontractdocumentsinaccordancewiththeInstructionstoBidders

B. Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the
specificationsandmustbeaccompaniedbyProposalSecurityintheformofaCertifiedCheckor
acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such

security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out
the terms of the proposal, execute a contract and post Performance and Payment Bonds in the
formandamountwithinthetimespecified.TheBidBond,ifused,shallbepayabletotheOwner.
C. Bidswillbethereafterpubliclyopenedandreadaloud.
1.3 BIDSECURITY
A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No
bidsmaybewithdrawnforaperiodof90daysafteropeningofbids.Ownerreservestherightto
rejectanyandallbidsandtowaiveinformalitiesandirregularities.
B. Theownerreservestherighttopostponeactionandfinaldecisionforaperiodofuptoninety(90)
days.

1. Bidders' Questions: Architect will provide responses at Prebid conference to bidders'
questionsreceiveduptotwobusinessdayspriortoconference.

2. Bid Documents will only be made available to plan holders as entire documents. Partial

1.6 TIMEOFCOMPLETIONANDLIQUIDATEDDAMAGES
A. The undersigned Bidder proposes and agrees hereby to commence the Work of the Contract
DocumentsonadatespecifiedinawrittenNoticetoProceedtobeissuedbyArchitectandshall
fullycompletetheWorkbyDecember1,2026. Workissubjecttoliquidateddamages.
1.7 BIDDER'SQUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able
toobtaininsuranceandbondsrequiredfortheWork. APerformanceBond,separateLaborand
Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the
successfulBidder.
