NOTICE TO CONTRACTORS
OF CONSTRUCTION BIDS
BIDS TO BE RECEIVED Monday, March 30, 2026
Sealed bids will be received by the CITY OF HENDERSONVILLE at the HENDERSONVILLE
CITY HALL located at 101 Maple Dr. North, Hendersonville, TN 37075, until 3:00 PM CST,
Monday, March 30, 2026 and opened publicly at 101 Maple Dr. North, Hendersonville, TN
37075 at that hour. The reading of the bids will begin at 3:00 PM CST. A non-mandatory pre-bid
meeting will be conducted at 2:00 PM CST, Thursday, March 12, at the CITY OF
HENDERSONVILLE CITY HALL located at 101 Maple Dr. North, Hendersonville, TN 37075.

PROJECT DESCRIPTION
This project involves traffic signal improvements at thirty-one (31) signalized intersections within
the City of Hendersonville. This project takes place along multiple routes including US31 E/ SR 6
(Main St) from Center Point Rd to Winston Hills Pkwy, New Shackle Island Road from US31 E/
SR 6 (Main St) to Creekwood Ln/ Glenbrook Way, and Indian Lake Blvd from US31 E/ SR 6 to
Stop 30 Rd. Specific improvements include the installation of stop line radar detection, advanced
radar detection, fish-eye video detection, and Connected Vehicle-to-Everything (C-V2X)
dual-mode Roadside Units. The total project length is 9.22 miles.
PROPOSAL CONTRACTS WILL BE ISSUED UNTIL THE TIME SET FOR OPENING BIDS
A Prime Contractor must prequalify with the Department of Transportation in accordance with
Section 54-5-117 of the “Tennessee Code Annotated” and Tennessee Department of
Transportation Rule 1680-5-3 prequalification of contractors before biddable proposals will be
furnished.
The CITY OF HENDERSONVILLE hereby notifies all bidders that a 0% Disadvantaged
Business Enterprise (DBE) goal has been set for this project and must be met or exceeded.
The CITY OF HENDERSONVILLE hereby notifies all bidders that it will affirmatively insure that
in any contract entered into pursuant to this advertisement, disadvantaged business enterprises
will be afforded full opportunity to submit bids in response to this invitation, and will not be
discriminated against on the grounds of age, race, color, religion, national origin, sex or disability
in consideration for an award. No Disadvantaged Business Enterprise (DBE) goal has been set
on this contract. However, the use of DBE or minority/women owned firms is encouraged.
