RFQ SUMMARY:
To enter into an agreement with a Contractor for preventive maintenance and emergency on-call
services and repairs for intersection traffic signals, pedestrian hybrid beacon signals, and flasher
systems.

1. INTENT
Larimer County intends to enter into an agreement with one (1) Contractor to provide preventive maintenance
for intersection traffic signals, pedestrian hybrid beacon signals, and flasher systems. The Contractor will also
be required to provide emergency and on-call services/repairs for signals and systems, as well as
roundabouts.
2. QUALIFICATIONS
Qualifications, at a minimum, include the following:
1. Must have minimum of five (5) consecutive years of experience in the maintenance and emergency repair
of municipal traffic signals and street lighting systems.
2. Contractor must have at least two (2) primary technicians assigned to this contract and both must be either
IMSA Traffic Signal Level II or III certified.
3. Contractor must have at least one (1) Colorado Licensed Master Electrician on staff to oversee any
complex electrical repairs or service connections.

4. Contractor must provide emergency response on site within two (2) hours of notification via text, call, or
email.
5. Contractor must maintain a fully equipped service facility within a 60-mile radius of 200 W. Oak Street, Fort
Collins, CO to ensure the two (2) hour response window is met.
6. Contractor must either own, and/or have available, at least one (1) bucket truck with a minimum reach of
35 feet, as well as all necessary Temporary Traffic Control (TTC) devices (cones, signs, arrow boards) to
safely secure a roundabout or intersection.
7. Contractor must maintain a telephone number where on-call technicians can be reached 24 hours per day,
seven (7) days a week.
3. SCOPE OF WORK
The Contractor will provide all resources necessary to compete the Scope of Work, including labor, tools,
testing equipment, vehicles, and personnel necessary for:
1. Preventive periodic maintenance for at facilities
1.1. Intersection traffic signal in northeast Loveland at the intersection of CR 13E (Monroe Ave) and CR 28
(57th St). Semi-annual maintenance (2 times per year).
1.2. Pedestrian hybrid beacon located on CR 11C approximately 0.5 mi south of CR 30. Annual
maintenance (1 time per year).
1.3. Pedestrian hybrid beacon located on CR 30 approximately 0.25 mi west of CR 11C. Annual
maintenance (1 time per year).
1.4. Emergency flasher system for Berthoud Fire Station No. 2 is located near the CR 8 and CR 23
intersection west of Berthoud. Annual maintenance (1 time per year).
1.5. Pedestrian flasher system is located in Rist Canyon on CR 52E (Rist Canyon Rd) west of CR 23E.
Annual maintenance (1 time per year).
1.6. Rapid rectangular flashing beacon in Loveland with additional flashers at pedestrian crossing on CR
11H (Boise Ave). Annual maintenance (1 time per year).
2. Emergency calls, trouble calls, and repairs
Emergency calls will be for cases that include (but are not limited to) full signal outages, inoperative flasher
systems, signals in flash mode, power outages, inoperative or incorrectly operating protected/permissive
applications, inoperative or incorrectly operating cameras or other detection equipment, damaged
equipment, inoperative streetlights (luminaires), signal and flasher equipment, and streetlights damaged in
traffic crashes.
2.1. The County will require emergency call and repair services at all of the facilities listed above, as well
as for the emergency flasher system at the Rist Canyon Fire Department station located on CR 52E
(Rist Canyon Rd) approximately 7.5 miles west of Laporte, CO.
2.2. Emergency call and repair service, as well as non-emergency on-call bulb replacements, will be
required for streetlights located at seven (7) roundabouts in Larimer County located at:
2.2.1. CR 19 (Taft Hill Rd) at CR 48 (Vine Dr)
2.2.2. CR 30 at CR 11 (Timberline Rd)
2.2.3. CR 30 at CR 11C
2.2.4. CR 28 (57th St) at CR 11C
2.2.5. CR 19 at CR 70 (Owl Canyon Rd)
2.2.6. CR 9 at CR 70 (Owl Canyon Rd)
2.2.7. CR 8 at CR 21
2.3. The County owns additional rapid rectangular flashing beacon, pedestrian flashers, and school zone
flasher systems where diagnostic and repair service may be requested on an on-call as-needed
basis.

3. Status Reports
The Contractor will keep the Contract Administrator up-to-date via a status report provided both after
completing the initial response, and after repairs are complete. Note: If the repairs are completed during
the initial response, only one (1) status report is needed.
4. AWARD AND CONTRACT
A formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable proposal,
deemed the best value, best fit, and most advantageous to Larimer County. To assist in the decision for
award: interviews may be held, background checks may be performed, references may be contacted, and
other inquiries may be taken to determine the abilities of the Contractor.
This agreement is an annual service contract. The Contractor's equipment and labor rates shall not be allowed
to be adjusted, regardless of actual quantities ordered, except by mutual agreement between the parties if and
when the renewal option is exercised.
The term of the agreement will be one (1) year from the date the agreement is executed. The County, at its
sole option, may offer to extend this contract for up to four (4) additional one-year terms. The extension option
may be exercised providing satisfactory service is given, and must be mutually agreed upon in writing, by and
between the County and the Award Vendor.
A Sample of Larimer County's "Professional Services Agreement" is included with this Request for Proposal as
Attachment A - Professional Services Agreement. Any exceptions or requested additions to the attached
agreement must be stated and submitted with your Proposal; these requests will not be accepted after the
Proposal has closed. The County makes no guarantee of any changes or concessions but will review and
consider all requests submitted.
Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that
meets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must be
received by Larimer County within 10 calendar days of the Notice of Award and must include Larimer County
listed as Additional Insured and Certificate Holder. Work may only begin after the COI has been approved by
Risk Management.
5. INSURANCE REQUIREMENTS
BEFORE submitting your company quote, confirm with your insurance carrier that your company can meet the
insurance requirements published in the solicitation. Your company insurance coverages should be correctly
noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possess
appropriate insurance at all times during the contract; these coverages are purchased at the company's
expense. The County's insurance requirements may necessitate a company adding or increasing
coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included
in your pricing at the time of submission and will not be permitted to be added later.
5.a. INSURANCE REQUIREMENTS:
Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to
Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The
insurance required herein shall be procured and maintained in full force and effect for the duration of the
Contract or Agreement and shall be written for not less than the following amounts, or greater if required by
law. Such certificate shall be delivered to InsuranceCert@larimer.org.
1. Workers' Compensation and Employers' Liability (waiver available if no employees)

1.3. Waiver of Subrogation in favor of Larimer County
1.4. If the contractor/vendor is not required to carry Workers' Compensation coverage per Colorado
Workers' Compensation Act 8-40-202(2)(b) a signed Workers' Compensation waiver must be
provided.
2. Commercial General Liability on an Occurrence Form with minimum limits as follows:
2.1. Per Occurrence Limit $1,000,000
2.2. General Aggregate Limit $2,000,000
2.3. Contractor/Vendor agrees that the insurance afforded the County is primary non-contributory.
3. Automobile Liability Insurance including coverage for all owned, non-owned, & hired autos. Limits to be
as follows:
3.1. Bodily Injury & Property Damage Combined Single Limit $1,000,000
3.2. Lower limits may be accepted if automobiles are not used for transport in relation to goods/service
provided as outlined in agreement (i.e. only commuting to job site).
4. Professional Liability/Errors & Omissions $1,000,000
5. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella policies
in conjunction with primary insurance policies if necessary.
6. General Liability and Automobile Liability insurance policies shall include Larimer County and its
elected and appointed officials and employees as additional insureds as their interests may appear.
7. The County reserves the right to reject any insurer it deems not financially acceptable by insurance
industry standards. Insurance Companies shall be licensed to do business in the State of Colorado and
shall have an AM Best rating of not less than A- VII.
8. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract or
Agreement shall provide the required coverage and shall not be suspended, voided, or canceled. Should
any of the required policies be cancelled before the expiration date, notice shall be delivered to Larimer
County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.
9. Subcontractors: If subcontractors are used by contractor/vendor in the performance of contracted
services, all subcontractors are required to carry insurance coverage consistent with the limits as listed in
this document and the subcontractor must include Larimer County an additional insured as described in
section VI.
ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE LARIMER
COUNTY RISK MANAGEMENT DIVISION.
Proof of Auto Liability and Workers' Compensation insurance is waived if goods/products are not delivered to a
County facility (delivery is made to roadway or private staging area), or they are delivered by a common carrier
(i.e., private shipper or freight forwarder, etc.).
6. GENERAL INSTRUCTIONS TO RESPONDENTS
6.1 Artificial Intelligence (AI) Disclosure:
Portions of this solicitation may have been prepared or modified with the assistance of Artificial Intelligence (AI)
technologies. All such content has been reviewed, verified, and approved for accuracy and compliance by the
Purchasing Agent prior to issuance.
6.2 Cooperative Purchasing:
Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is
amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The
entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,
contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any
liability, claims, costs, damages, demands, actions, losses, judgments or expenses incurred by the vendor or
any government entity relating to such use.

No quote is contingent on the purchase of all items listed. The right is reserved to reject any and all quotes or
parts thereof. Prices and terms must remain in effect until a contract has been executed.
6.5 Reasonable Accommodations:
Per the Americans with Disabilities Act (ADA), Larimer County will provide reasonable accommodation to
qualified individuals with a disability who need assistance. Services can be arranged with at least seven (7)
