1. PROJECT FUNDING
This project is funded in part by a grant from the NYS Office of Parks, Recreation and Historic Preservation
through Title 9 of the Environmental Protection Act of 1993.
2. STATE OF NEW YORK CONTRACT FOR GRANTS
All bidders are subject to the terms of the State of New York Contract for Grants -- Standard Terms and
Conditions, which can be found online at https://grantsmanagement.ny.gov/state-agency-resources.
3. VENDOR RESPONSIBILITY QUESTIONNAIRE
Upon selection, for all contracts that equal or exceed $100,000, the contractor will be required to submit
to the State a Vendor Responsibility Questionnaire: Construction – For-Profit. The questionnaire can be

4. BACKGROUND
At the northernmost edge of New York City on the Long Island Sound, the City of New Rochelle provides
a growing urban core with all the benefits and diversity of a large city and the bucolic lifestyle of an
exclusive suburb. New Rochelle boasts numerous locational assets including direct access to I-95, Amtrak,
and Metro North service, providing an easy 30-minute commute to Grand Central.
Ward Acres Park
Ward Acres is a 68-acre park in the Wykagyl section of the City of New Rochelle, in Westchester County,
New York, with 30+ acres of open fields, 30 acres of woodlands, the largest dog park in Westchester
County, a community-run garden, historic ruins, a biodiversity preserve, miles of walking paths and more.

Ward Acres provides residents with a unique park experience within a natural setting. Wooded areas are
much the same as they had been over a century ago, and current park trails follow the alignment of the
early horse farm’s trails and drives. Stone walls which once defined pastures, the grave sites of Ward
champion horses and one of the historical buildings (the forge) still stands on the property.
5. INTENT
The City of New Rochelle (the “City”) is requesting proposals from qualified professional design
consultants to provide comprehensive signage design services for the Ward Acres Trail System (“Ward
Acres”).
Ward Acres is a publicly owned open space and trail network intended to support recreation,
environmental education, stewardship, and neighborhood connectivity. The City seeks a unified signage
system that enhances wayfinding, communicates information clearly, supports educational programming,
and promotes responsible trail use in a welcoming and accessible manner. The selected consultant shall
review the Ward Acres Master Plan, attached as Exhibit I for context.
6. PROJECT OBJECTIVES
The objectives of this project include:
Development of a cohesive, system-wide signage design for Ward Acres that prioritizes durable,
low-maintenance, and cost-efficient design solutions suitable for long-term public park use.;
Improvement of trail navigation, orientation, and visitor experience;
Incorporation of educational and youth-focused elements within the signage system;
Delivery of positive, non-punitive stewardship and etiquette messaging;
Incorporation of community and stakeholder input into the design process;

Support climate literacy and resilience education consistent with the City’s GreeNR sustainability
framework;
Incorporate interpretive elements highlighting the role of the urban forest in climate adaptation,
biodiversity, and community wellbeing;
Integration of signage with appropriate landscape treatments using native plant species;
Strategic placement of signage based on site conditions, visibility, and user behavior; and,
Preparation of construction-ready documents.
7. SCOPE OF WORK
The selected consultant shall provide professional services to plan, design, and document a
comprehensive, unified signage system for the Ward Acres Trail System. Services shall be limited to the
tasks and deliverables expressly identified below.
7.1. TASK 1: PROJECT INITIATION AND MASTER PLAN REVIEW
The consultant shall conduct a project kickoff and review the Ward Acres Master Plan and relevant
City standards to confirm project goals, constraints, and process. As part of project initiation, the
consultant shall review background materials and site knowledge provided by the Ward Acres
Conservancy, including historical, ecological, and culturally significant features of the park, to inform
the interpretive framework and overall design approach.
Task 1 Deliverables:
Kickoff meeting summary
Confirmation of design criteria and assumptions
Fee Type: Consultant shall propose a total lump sum for this phase, inclusive of any anticipated
reimbursables and sub-consultant fees. Fee breakdown identifying staff hourly rates and sub-
consultant costs shall also be provided.
Schedule: This phase shall be completed within 15 days of contract execution.
7.2. TASK 2: SIGNAGE SYSTEM DESIGN, REVIEW, AND SITE INTEGRATION
The consultant shall develop, evaluate, and refine a coordinated family of trail signage that is unified
in materials, colors, typography, iconography, and tone, and appropriate for a natural trail
environment. This task includes signage design, concept development, site integration, landscape
coordination, and refinement through City and stakeholder review.
7.2.1. SIGNAGE TYPES
Signage types shall include:
7.2.1.1. Directional and Wayfinding Signage
Trail identification and naming
Directional information at decision points
Distance and destination information
7.2.1.2. Informational Signage
Trail system maps and orientation information

Natural, cultural, and historical interpretation
7.2.1.3. Kiosks
Evaluation of kiosk types, sizes, and configurations
Conceptual kiosk layouts and content frameworks
Recommendation of kiosk locations and quantities based on trail access points, use
patterns, sightlines, and coordination with City staff and community stakeholders.
The City does not prescribe a specific number of kiosks; recommendations shall be based on
professional judgment.
7.2.1.4. Youth-Focused Signage
Age-appropriate and visually engaging
Inclusion of interactive elements
Dedicated display space for students, teachers, scouts, and other community partners
to share project-based or seasonal work
Flexibility to allow for rotating or changing content over time.
Youth signage services are limited to design concepts and sample content only.
Prototyping, curriculum development, fabrication testing, or digital/interactive media
development are excluded.
7.2.1.5. Stewardship and Etiquette Signage
Messaging related to staying on trails, dogs and leash etiquette, habitat protection,
and respect for neighbors
Messaging shall be positive, friendly, and educational, and not enforcement-
oriented
Consistent messaging and design across all stewardship signage
7.2.1.6. Temporary stewardship signage
Design a family of movable, durable signs consistent with the overall signage system
to support restoration projects and interpret ongoing stewardship work to park
visitors. These signs shall be weather-resistant, reusable, and easy to relocate as
project areas change.
7.2.2. DESIGN CONCEPTS
The consultant shall prepare three (3) signage design concepts demonstrating the proposed
signage system and its application across multiple sign types.
Concepts shall be presented at a conceptual level only and are intended to illustrate overall design
direction.
Detailed drawings shall be developed only for the design selected by the City.
7.2.3. SIGN LOCATIONS AND QUANTITIES
The consultant shall:
Conduct a site evaluation of the Ward Acres trail system.
Propose locations and quantities for all sign types

Recommendations shall be based on qualitative site observations and professional judgment,
including use patterns, sightlines, trail entrances, intersections, and opportunities for
landscape integration, coordination with City staff and community stakeholders, and the
Ward Acres Master Plan.
Formal data collection, user counts, surveys, GIS analysis, or modeling are not included.
7.2.4. LANDSCAPE INTEGRATION
Development of conceptual landscape treatments associated with new signage
installations
Specification of native plant species appropriate to the region and site conditions
Sign placement and installation shall minimize disturbance to existing vegetation and
sensitive natural areas.
7.2.5. DESIGN REFINEMENT
Refinement of the selected signage design direction based on City and stakeholder
feedback.
Task 2 Deliverables:
Sign typology list
System-wide signage design framework
Three (3) design concept boards with narratives
Annotated maps showing proposed sign locations
Sign schedule identifying quantities by sign type
Landscape concept diagrams and native plant palette
Refined signage design drawings and graphics
Interpretive content in collaboration with the City, the Ward Acres Conservancy, and the
City Historian. All text and educational materials shall be subject to City approval prior
to final design.
Fee Type: Consultant shall propose a total lump sum for this phase, inclusive of any anticipated
reimbursables and sub-consultant fees. Fee breakdown identifying staff hourly rates and sub-
consultant costs shall also be provided.
Schedule: This phase shall be completed within 60 days of contract execution.
7.3. TASK 3: COMMUNITY AND STAKEHOLDER ENGAGEMENT
The consultant shall conduct community and stakeholder engagement meetings to inform the signage
design process.

Community and stakeholder engagement shall consist of up to three (3) meetings total, which may
be conducted virtually or in person at the City’s discretion. It is anticipated that the first meeting will
