The intent of this Invitation for Bid (IFB) is to enter into an agreement with one  vendor to furnish and deliver F.O.B. destination sign posts & pavement marking materials on an “as needed” basis for the Department of Public Works Traffic Engineering Division in accordance with all specifications, terms, and conditions herein. This bid is for materials only and does not include installation.

The sign stand shall have been tested in accordance with crash worthiness guidelines and procedures set forth in the National
Cooperative Highway Research Program (NCH RP) Report 350 Test Level 3, Manual for Assessing Hardware (MASH), or
otherwise accepted in an FHWA letter for the specific sign stand. This standard requires a head-on impact and a 90-degree
impact. The sign stand must have passed both impacts. Additionally, the manufacturer shall provide the letter of acceptance
number the Federal Highway Administration (FHWA) issues documenting their approval of the crash test report conclusions,
the test date and the name of the testing facility, prior to award.

Specification for RS24 Diamond Grade Roll Up Sign
General
Sign shall have been tested in accordance with crash worthiness guidelines and procedures set forth in the
National Cooperative Highway Research Program (NCHRP) Report 350, impact standard. This standard
requires a head-on impact and a 90 degree impact. The sign must have passed both tests with the designated
sign stand used to conduct the test. Additionally, the manufacturer shall provide the Letter of Acceptance
Number the FHWA issues documenting their approval of the Crash Test Report conclusions, the test date
and the test facility.
Technical
I. Roll Up Sign Panel or Blank
The roll up sign and overlay material shall be non vinyl 3M Scotchlite Diamond Grade fluorescent wide
angle prismatic lens Roll Up Sign Sheeting RS24 Orange. (See 3M Product Bulletin RS24 dated August
1998) The legend shall be applied via screen printing using 3M's matched component systems process
colors and procedures. The image shall follow the graphic standards and guidelines of the MUTCD unless
otherwise specified. The size of the sign shall be 48x48 or as specified. A warranty must be provided that
the sign will be free of defects and remain effective for its intended use at the minimum values for the
coefficient of retroreflection and fluorescent luminance retention stated in the Product Bulletin for three
years. The sign shall be provided with velcro sewn to one horizontal corner so that when the sign face is
rolled up around the vertical rib, the velcro (12 inch minimum) will comfortably encircle the sign and hold it
in the rolled up state. When the sign is rolled up for storage and has been printed with graphics, there should
be identification printed in the margin conveniently indicating the legend.
The sign panel shall be furnished with fabric corner pockets that are accurately placed so that when the sign
is assembled with the cross bracing the fit maintains a taut professional look that does not bow or sag. The
pockets shall be made from a 15 oz./sq.yd. woven fabric with yarn .018 in diameter that consists of
approximately 80% P.V.C. and 20% polyester thread, yielding a minimum of 52 total threads per square
inch. The material is finished with heat and pressure in such a way to stabilize the fabric against excess
stretch and provide adequate seam strength. Typical ASTM D3787 ball burst strength should be 320 lbs.
The pocket must be triangular in shape and consist of 2 independent square pieces that are folded to form an
isosceles triangle and sewn together making it 4 ply. The piece that is in contact with the back of the sign
shall be either 9x9 or 7x7 and the top piece that creates the pocket cavity shall be an 8x8 or 6x6
respectively. The two pieces are sewn together with an exterior grade T-80H cotton warp thread around the
perimeter except for an area for the pocket cavity which is 2x41/4 and 2x23/4 in the center of the triangle.
Two vertical 1/2"long bar tacks are to be sewn at the rib entry and one at the pressure point at the end of the
pocket using T-40 polyester/cotton corespun thread. The pocket is sewn to the sign following a path around
its perimeter with the T-80H thread providing distribution of the rib tension over a significant area instead of
along the corner to corner centerline. The edges of the pocket cavity must be parallel to the corner to corner
axis of the cross braces and the end of the pocket that makes contact with tip must be perpendicular to that
axis. See drawings C12100 and K869A for an illustration of this construction.
Overlays can be attached by using pressure sensitive hook and loop fastening systems such as Scotchmate
SJ3526 Loop and SJ3527 Hook.
II. Cross Braces
The material used for the cross braces (ribs) that run from corner to corner to keep the sign tightly drawn
and firm must be a unidirectional fiberglass reinforced polyester rectangular bar, safety orange in color with
UV light inhibitors. The amount of fiber content by weight should be a minimum of 65%. They shall be
securely fastened at their centers using a low profile steel tubular rivet and separated by a flat washer to
allow collapsing and roll up of the sign. The rib tip should be only slightly chamfered to distribute the
displacement pressure from the tip of the rib to the end of the pocket over a maximum area. The rib shall
have a smooth finish and not bloom or splinter from everyday handling. The normal cross bracing
configuration consists of two ribs for diamond shaped signs and rectangular shaped signs that are mounted
to conventional type sign stands via brackets. A third rib is required for rectangular or square shaped signs

that are used with compact type stands. The table below provides the dimensional data for the various sizes
of cross braces expected to be purchased. Dimensional tolerances must conform to industry standards.

> These ribs are required only when the
sign is not a diamond shape and when it is
used with a compact type sign stand.
When a rectangular or square sign is used
with only two diagonal ribs, the rib assembly must
be furnished with a 6x11/4x.080 aluminum plate at
the center for mounting purposes. All rectangular or
square signs need velcro sewn 1 inch from the top
to go around the vertical mast of a conventional
bracket mount sign stand or around the vertical rib
for a compact type stand mount to keep the sign
from rotating around the axis of the rib center.
III. Assembly and Packaging
A. Finished signs that are shipped preassembled with ribs are to be bulk packed in heavy duty
corrugated boxes and placed on skids. If quantity is small package signs in individual boxes or
as directed on purchase order.
B. Sign blanks to be shipped flat in heavy duty corrugated boxes.
C. The cross braces when shipped separately in bulk, must be packaged in heavy duty corrugated
boxes and secured appropriately to a skid or pallet. Small quantities to be packaged in boxes.
D. Contents of each box to be identified on the outside by separate label.
