A. PURPOSE
The City of Newnan, Georgia, located 35 miles southwest of downtown Atlanta, on Interstate 85
South, and county seat of Coweta County, Georgia, is seeking Competitive Sealed Proposals from
qualified Contractors for the Repair and Replacement of various sidewalk sections. Work required
under this Contract includes furnishing materials, labor, equipment, etc. for the scope of the project

This ITB has been issued on February 24th, 2026.
Basis of award will be Unit Price after close evaluations by City Staff and the Citys Owner
Representative from criteria listed on page 5-6. Interviews are not planned at this time.

Written responses to all written inquiries received by 2:00 PM ET, March 24, 2026, will be
posted as an addendum on the City of Newnans Website. No City staff or other officials
associated with the Project should be contacted regarding this ITB other than the Owners
representative named below. Doing so may result in disqualification.

Bids must be submitted no later than 2:00 PM, April 14, 2026. Bids must be received in a sealed
envelope or container marked Sidewalk Repair and Replacement. Place the Project name and
opening date on the submitting envelope or container.
No bid will be received or accepted after the above specified date and time of the bid opening.
Bids submitted after the designated date and time will be deemed invalid and returned unopened
to the proponent.
We appreciate your submittal and interest in assisting the City of Newnan with this endeavor.
Each Bid must be accompanied by a registered cashiers check, bank certified check, or a bid bond
prepared on an accepted form, duly executed by the Proposer, with good and sufficient surety or
sureties for the faithful acceptance of the contract payable to, in favor of, and for the protection of the
City of Newnan in the amount of five percent (5%) of the bid in U.S. dollars and immediately payable
upon forfeiture of bid. All bid bonds shall be written by a surety company with an A.M. Best rating of
A- (Excellent) or better, and is listed on the U.S. Treasury Circular 570, and also which is licensed to
do business in the State of Georgia. Said bond (policy) shall contractually require the surety and
guarantor to submit to jurisdiction and venue in Coweta County, Georgia for resolution of any disputes.
The successful Proposer will be required to furnish a satisfactory performance bond, labor and
materials payment bond, and maintenance bond as provided herein. The performance bond (PB) and
labor and materials bond (LMB) shall each be in the amount of one hundred (100%) percent of the
Contract Price upon approval of the Newnan City Council. Prior to approval of Contract Price by the
Newnan City Council, the PB and LMB shall be in the amount set by the Owners Representative
with concurrence from the City Manager, which shall be no less than one- hundred (100%) percent of
the City of Newnan GAs exposure under the contract; and thereafter, in an amount increased to cover
Contract as provided above.

No Proposer may withdraw its bid and must honor its bid within 90 days after the actual date of the
opening thereof.
C. BACKGROUND
The City of Newnan seeks to repair sections of existing sidewalks that are broken or settled and
that could pose a hazard. This project aims to enhance safety, improve aesthetics and promote
connectivity within the City.
D. SCOPE OF SERVICES
This Project involves the replacement of the existing sidewalk sections to enhance its aesthetics,
functionality, and safety. It is anticipated that the Agreement between the City of Newnan, GA
and the selected contractor will contain the following scope of work.
Sidewalk installation, removal, and replacement
Curb and gutter installation and repair
Driveway aprons and approaches within right-of-way
Concrete pads, slabs, and municipal flatwork
ADA curb ramps and detectable warning surfaces (GDOT/ADA compliant)
Saw cutting, demolition, and removal of existing concrete
Subgrade preparation and compaction
Formwork, reinforcement, placement, and finishing
Concrete repair, patching, and joint replacement
Crack sealing and joint sealing
Traffic control and pedestrian safety measures
Site restoration, grading, and cleanup

The Contractor shall furnish all labor, materials, equipment, supervision, permits, fees, traffic
control, mobilization and incidentals.
All Local, County, State, and Federal codes and regulations must be followed, with particular
emphasis on Georgia Department of Transportation Specifications and the Americans with Disabilities
Act.
E. BID PROPOSAL FORMAT
All proposers are to submit pricing using the Bid Forms and Attachment A provided within this
ITB packet.
F. RESERVED RIGHTS
Issuance of this ITB does not constitute a commitment on the part of the City of Newnan to award
a contract pursuant to this ITB. The City of Newnan reserves the right to reject any and all bid
proposals submitted in response to this ITB, in whole or in part, and to award a contract pursuant
to this ITB or cancel this ITB if it is considered to be in the best interests of the City of Newnan. The
City of Newnan further reserves the right to make changes to this ITB at any time by issuance of
written addendum/addenda, amendments(s) or clarification(s).

H. EVALUATION OF BIDS
If minimum requirements are met, bids will be evaluated based on the following criteria, with
price being the primary factor:
1. Price of bid.
2. Ability of the bidder to fulfill contract and specifications.
3. Responsiveness to the Invitation to Bid requirements and terms;
4. Equipment and personnel available for this project.
H. OWNER QUESTIONS
Any vendor that submits a bid may be requested to provide additional information to the City of
Newnan. Such information is only for the purpose of clarification and in no way changes the
vendors bid as originally submitted. The City of Newnan reserves the right to ask any or all vendors
to clarify any portion of their proposals after submission.
