The Naval Surface Warfare Center Port Hueneme Division White Sands Department (NSWC PHD W Dept.) intends to issue a solicitation for the design, manufacture and delivery of Short/Medium Range Sub-Orbital Vehicle (SSOV) configurations and will include provision of ground test hardware, special test equipment, materials and required engineering support. These vehicles are required to meet the emergent needs of various programs including, but not limited to: Air and Missile Defense Radar (AMDR), Aegis Ballistic Missile Defense (Aegis BMD), Maritime Missile Defense (MTMD), Sea Based Terminal (SBT), Fleet Training, RailGun, Hyper Velocity Projectile, Foreign Military Sales (FMS) and other programs needing rocket-based vehicles. Please refer to the attached Statement of Work for a detailed description of this effort.
Based on market research results, the Government has determined that this requirement will be solicited under the provisions of FAR 6.203 set-asides for small business concerns under NAICS 336414 pursuant to the policies and procedures of FAR Part 15, Contracting by Negotiation. All responsible sources may submit a proposal that the agency shall consider.
