INVITATION FOR BID
Sheriff's Training Center- Boiler & Pumps Replacement
Pursuant to Section 143-131 of the General Statutes of North Carolina, bids are solicited and will
be received via email afarrakhan@cumberlandcountync.gov or by mail to the following address:
130 Gillespie Street Room 214, Fayetteville, NC 28301 at any time before 2:00 PM on Friday,
September 11, 2026.
A mandatory site-visit will be held on-site at 4710 Corporation Drive Fayetteville, NC 28306 at
10:30 AM on Friday September 4, 2026.
Instructions: Vendors invited to submit bids are urged to have a representative present at the site
visit and apprise themselves of the conditions and requirements which will affect the performance
of the work called for by this invitation for bid.
Vendor is cautioned that any information released to attendees during the site visit, other than that
involving the physical aspects of the facility referenced above, and which conflicts with,
supersedes, or adds to requirements in this invitation for bid, must be confirmed by written
addendum before it can be considered to be a part of this bid.
A 5% bid bond is not required for this project.
Performance and Payment Bonds are not required for this project.
All Contractors are notified that North Carolina Statutory provisions as to licensing for
Contractors will be observed in receiving, reading, and awarding of contracts.
The County reserves the right to reject any or all bids. The bidder to whom the contract may be
awarded must comply with the requirements of G.S. Section 143-131, as amended.
No bids may be withdrawn after the scheduled closing time for the receipt of bids for a period of
sixty (60) days.

CONTRACTORS INSURANCE:
Providing and maintaining adequate insurance coverage is a material obligation of the
CONTRACTOR and is of the essence of this contract. All such insurance shall meet all laws of
the County of Cumberland, North Carolina. Such insurance coverage shall be obtained from
companies that are authorized to provide such coverage and that are authorized by the
Commissioner of Insurance to do business in North Carolina. The CONTRACTOR shall at all
times comply with the terms of such insurance policies, and all requirements of the insurer under
any such insurance policies, except as they may conflict with existing North Carolina laws or this
contract. The limits of coverage under each insurance policy maintained by the CONTRACTOR
shall not be interpreted as limiting the CONTRACTOR'S liability and obligations under the
contract. During the term of the contract, the CONTRACTOR at its sole cost and expense shall
provide commercial insurance of such type and with such terms and limits as may be reasonable
associated with the contract.
PERMITS AND LICENSES:
The Contractor shall procure and pay all charges and fees for all permits and licenses incidental to
the due and lawful prosecution of the work.
CONSTRUCTION TRASH & DEBRIS REMOVAL:
During construction of the Project, the Contractor shall be responsible for the removal of any trash
or debris created by his work to an approved disposal site. The site will be maintained in a clean
condition at all times. Trash and debris from daily operations are to be stored in appropriate storage
containers or trucks until removal to the disposal facility.
WARRANTY
The CONTRACTOR shall provide a minimum of a one (1) year warranty for parts and labor
on all materials and workmanship beginning on the date of project completion.

SUMMARY OF WORK - CUMBERLAND COUNTY Sheriff's Training Center-
Boiler & Pumps Replacement
The work to be performed under this project consists of providing all labor, equipment, and
materials necessary for the Sheriff's training center boiler and pumps replacement.
Scope of work includes:
* The Contractor shall furnish all labor, materials, equipment, permits, and supervision
necessary to remove and dispose of existing boiler and pump(s), installation of new hot
water boiler and 2 (two) hydronic pumps, tie equipment into existing electrical, piping,
and stack, and all manufacturer required pre-operation flushing, equipment testing, and
verification of operation.
* The Contractor shall ensure the removal and proper disposal of existing boiler and
pump(s) in accordance with all Federal, State, and/or Local health, safety, and
environmental mandates.
* Include all permits and inspection fees.
* The Contractor shall secure all required Cumberland County trade and building permits
prior to commencing work.
* The Contractor shall ensure a manufacturer authorized service technician or installer,
tests, starts up the new boiler, inspects for any deficiencies, and submits a written report
detailing Startup Performance, combustion analysis, site conditions, confirmation and
verification of proper manufacturer recommended installation, and clarification of any
additional changes needed to the Owner.
* The Contractor shall ensure that all equipment shall be flushed prior to startup per the
requirements of the water treatment company, water utility provider, and equipment
manufacturer. Wash-out is not included.
* Start up shall include combustion analysis that is taken at different firing rates (25%,
50%, 75%, 100%) of the load. The report shall include the O2, CO, Nox, and boiler
efficiency as part of the written report submitted to the Owner.
* The Contractor shall ensure equipment integration into system controls currently installed
on site.
* The Contractor shall ensure the following Commissioning requirements are met
a. Fireside Inspection
b. Set up fuel train and combustion air system
c. Set up operation set points, including integrating outdoor air sensor if required
d. Check all safeties for proper operation
e. Verify efficiencies across firing range
f. Verify burner turndown across firing range
* The Contractor shall ensure site is cleaned thoroughly, all construction debris and old
equipment is removed, and all equipment operating manuals or specification sheets are
given to the Owner.
* Contractor is responsible for verifying work at Prebid and ensuring no change order
arises.
* Contractor shall be responsible for any damage occurred during construction.
* All work must be completed by appropriately licensed contractors holding valid
credentials, including an NC H-2 License and/or a NC General Contractor License.

Additional clarifications
* Permits and Licenses: The contractor shall procure and pay all charges and fees
for all permits and licenses incidental to the due and lawful prosecution of the
work.
* Boiler Specifications: The boiler installed must meet the following minimum
specifications.
* 1,800,000 Btu/Hr input, 1,530,000 Btu/Hr output.
* ASME Copper Finned Heat Exchanger rated for 160 psi.
* Fan-assisted combustion, 85% thermal efficiency
* 50 psi ASME pressure relief valve

* Hydronic Pump(s) Specifications: The hydronic pumps installed must meet the
following minimum specifications.
* Model e-1510, 1.25BC, SS, 2 HP, 1800 RPM, 145T Frame with 8"
Impeller
* STD-Buna/Carbon/Ceramic/SS/Bronze Seal,
* Baldor, ODP, Nema Premium Efficient, 230/460v Motor, 62 gpm, 62 ft
* Suction Diffuser Plus, DA-3X, 3" NPT x 1.5" NPT
* Bell and Gossett 3DS-4B 4" Balanced Type Triple Duty Valve Straight
Pattern

* Preferred Brand Alternate: There are two (2) Owner Preferred Brand Alternates
for this project. Preferred Brand Alternate for the boiler is a Lochinvar Copper-
Fin II natural gas boiler (model number CHN1802-M9). Owner Preferred Brand
Alternate for the hydronic pump(s) is a Bell & Gossett e-Series base mounted
pump (model number e1510-1.25BC-145T-S). Vendor shall indicate separate
pricing for the preferred brand alternate below the base bid material and labor
prices respectively in the appropriate area on the following bid sheet(s).
* HVAC System Controls: The Owner (Cumberland County) Contracts with
Johnson Controls International PLC (JCI) who manage HVAC controls for all
County facilities. The Contractor shall ensure that integration of new equipment is
conducted in coordination with JCI's authorized representative(s).
* Construction Trash & Debris Removal: During construction of the project, the
contractor shall be responsible for the removal of any trash or debris created by
his/her work to an approved disposal site. The site will be always maintained in
clean conditions. Trash and debris from daily operations are to be stored in
appropriate storage containers or trucks until removal to the disposal facility.
* All work must be completed within sixty (60) calendar days of commencement of
NTP.
* All equipment must be submitted for approval to Cumberland County prior to
purchase.
* Project must be complete and turned over to Cumberland County prior to
December 1, 2026

they may decide as being in the best interests of the County.
