Dear Consultant:
The Jefferson County Department of Public Works and Sheriff Office are requesting the services of a consulting
firm (or team of firms) that have the expertise to perform the described professional services for a new indoor
firearms range building. Attached is a general description of the project and services for a consulting firm to perform
under this contract.
If your firm would like to be considered for these consulting services, you may express your interest by responding
to the appropriate office which is indicated on the attachment. Limit your Letter of Interest (LOI) to no more than
ten (10) pages. This LOI should include any information which might help us in the selection process, such as the
persons or team you would assign to the project, the backgrounds of those individuals, and other projects your
company has recently completed, or are now active, that are similar in scope.
The selection committee will evaluate submittals based on: (a) experience and technical competence of project
team; (b) capacity and capability of team to take on the project; (c) past record of performance with similar
clients/projects on design scope, schedule and project estimation (reference: 23 CFR 172 Administration of
Engineering & Design Related Service Contracts and RSMO 8.285 8.291).
It is required that your firm’s Statement of Qualification (SOQ) (RSMo 8.285 through 8.291) and an Affidavit of
Compliance with the federal work authorization program, along with a copy of your company E-Verify
Memorandum of Understanding (15 CSR 60-15.020) be submitted with your firm’s LOI or be on file with the
Jefferson County Department of Public Works. The SOQ is not included as part of the LOI. Please only send one
(1) copy of your SOQ.
We request that five (5) copies of your LOI be received by 2:00 pm on Tuesday, April 7, 2026, at the Jefferson
County Clerk’s Office, 729 Maple Street, Hillsboro, Missouri 63050. Please mark your package submittal as
“Indoor Firearms Range RFQ”.

Indoor live fire range is expected to accommodate pistol,
rifle, and shotgun, with minimum distance of 50 yards for
qualification with multiple lanes. Additional design space
will include an area for firearms cleaning/prep, storage,
range master/safety officer space, bathrooms, and storage.

Professional Design and Construction Phase Services for
the Project includes:

Team will be required to perform any necessary utility
coordination, environmental permitting, State or Federal
agency coordination and interior design of a specialty
building facility.
Additionally, the team selected will be required to support
the project through any municipal planning and zoning
requirements, changes or amendments, as well as all
applicable Code reviews.
Conceptual, preliminary and final construction phase
documents and estimates of probable construction costs
shall also be required.
Firms submitting qualifications should have a well-
documented history of working with indoor firearms
facilities and understand the physical and technical
requirements needed to comply with various OSHA
standards and law enforcement training/qualification.

This RFQ solicitation is for the firearms range building and
associated site elements. The firearms range proprietary
design professional will be selected under a separate RFQ
for those professional services. Both consultant teams
hired from each RFQ will be required to work with each
other to ensure a successful project.
Project also include construction engineering (CE) and
construction management (CM) performed by the chosen
team. CE/CM services shall include, but not be limited to,
responses to request for information by bidder/contractor,
shop drawing and material certification reviews, value
engineering proposal reviews, material substitution
reviews, correction of plan errors, support with change
order reviews, construction inspection, material testing,
etc.
Construction administration (CA) shall be performed by
the County or contracted support professional. CA
services include design reviews, bid package preparation,
stakeholder coordination, payment application and
invoicing review/processing, coordinating/planning
meeting schedules, quality assurance inspections, etc.
No phone call inquiries please. All consultant questions or
requests for information shall be made in writing to the
contact shown below. No introductory or briefing
meetings will be granted during the RFQ process.
