The City of Sidney is accepting Bids electronically through Bid express for the 25-12 SHE-Morrison Bridge Renovation
PID 117518 project until 11:30 a.m. (EST) on Thursday, June 5, 2025 at which time all Bids received will be
electronically opened and read .
Plans, Specifications, and bid forms will be available through the Bid Express website at www.bldexpress.com. All
electronic bidders must register with Bid Express in order to submit a bid (please allow time for processing). Registration
with Bid Express is free. Contractors and/or Subcontractors can view and download information free of charge. In order
to submit an electronic bid , the bidder will need to pay a per bid fee or a monthly subscription fee for unlimited bids. We
encourage bidders to familiarize themselves with the Bid Express service in advance.
If the bidder experiences difficulties with the electronic bidding service, please contact the Bid Express support team (1-
888-352-2439, M-F 7am-8pm EST or support@bidexpress.com) at least 72 hours prior to the bid opening.
Only ODOT prequalified Contractors are eligible to submit bids for this project. Prequalification status must be in force at
the time of bid, at the time of award, and through the life of the construction contract. The "prime" contractor must
perform no less than 30 percent (30%) of the total original price.
BIDDER MUST BE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) PREQUALIFIED IN ALL WORKTYPE(S)
NECESSARY FOR THE SUCCESSFUL COMPLETION OF THE PROJECT.
The project consists of renovating the Pratt truss and pin-connected bowstring bridge and relocating it from its current
location to Sidney's Tawawa Park.
Each Bid must include the required submissions per the Bid specifications and must be accompanied by either a Bid bond
in an amount of 10% of the Bid amount or by certified check, cashier's check, or letter of credit upon asolvent bank in the
amount of not less than 10% of the Bid amount. A 100% Performance Bond will be required after the Contract is awarded
to cover the installation period . Bid Bonds shall list the City of Sidney and the Ohio Department of Transportation as
Obligee and be accompanied by Proof of Authority of the official or agent signing the bond .
Attention of Bidders is called to all of the requirements contained in the electronic Bid documents, particularly to the
Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity
provisions, and requirement for a payment bond and performance bond for 100% of the Contract price.
Disadvantaged Business Enterprise (DBE) participation goals (subcontracts, materials, supplies) have been set on this
project for those certified as DBEs in accordance with 49 CFR, Part 26, and qualified to Bid with ODOT under Chapter
5525 of the Ohio Revised Code.
Current Federal regulation (23 CFR 635.410) requires all Bidders for Federal or Federal·Aid contracts to submit
Bids based upon using only domestic steel and iron products only.
A meeting with potential Bidders prior to the opening of Bids will not be held. Any and all questions regarding the 25-12
SHE-Morrison Bridge Renovation PID 117518 project must be submitted electronically through Bid Express no later
than 1:00 p.m. on Monday, June 2, 2025. Questions submitted outside of Bid Express will not be responded to.
No Bidder may withdraw his Bid within thirty (30) days after the actual date .Q.f..t~ , thereof. The City of Sidney
