Brief Description: This equipment is required to satisfy a Federal Regulation - TSA National Amendment 23-02 Section 1J.6. In short, this equipment must be able to detect explosives continuously in real time. There are many features and capabilities that are required for our operation to satisfy this regulation. There is only one company that was found that could meet all of the requirements. The company Thruvision provided a statement on their company letterhead outlining these requirements and how they meet them.

Justification:
Explosive Detection Screening Equipment to be used at the security checkpoints throughout Terminals A, B, and C.
Thruvision makes it possible to satisfy the Federal Regulations at MCO.
Reference: National SAFE SKIES Alliance Inc. website for technology that has been tested in an airport environment. The National SAFE SKIES Alliance is funded by the FAA and one of its purposes is to test equipment in an airport setting and provide the results of the testing. We additionally spoke with colleagues to discuss equipment being considered to satisfy the Federal Regulation.
Once technology is developed that can satisfy all of the requirements in the attachment, those companies will be asked for quotes.
MCO would be found to be non-compliant with Federal Regulations and be subject to fines and Letters of Investigation by the Transportation Security Administration if MCO does not have this equipment.
$600,000.00 is for the initial cost. The service agreement and warranty have recurring annual costs of $65,000.00
This equipment will satisfy the Federal Regulation until the equipment has reached it end use. This is not anticipated for a minimum of 5 years.

Greater Orlando Aviation Authority intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c). Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Authority. This is not a solicitation, and there is not a solicitation available.
A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the Greater Orlando Aviation Authority , even though other competitive sources may be available. A Single Source Procurement is a non-competitive procurement method.
All are encouraged to notify the Purchasing Agent (Agent), stating their company/agency name, address, contact name, contact email, and a statement regarding their capability to provide the requested goods or services. All responses and questions must be in writing, submitted electronically via the OpenGov e-Procurement Platform ("Platform"), by 4:00 pm on Friday, June 20, 2025 .
The determination not to compete this proposed action based on the responses to this Notice is solely within the discretion of the Chief Executive Officer for purchases up to $250,000.00, and at the discretion of the Aviation Authority Board for purchases that exceed $250,000.00.
