Description
This is a Request for Quote for road base " Refer to AASHTO 11 and ASSHTO 27" prepared in accordance with FAR Subparts 12.6 and 13.1, as supplemented with additional information included in this notice. This RFQ is a Small Business Set-Aside with a solicitation number of 140L5725Q0035. This requirement is for providing road base to the locations listed in the Statement of Work. The associated North America Industry Classification System (NAICS) Code is 212321 - Construction Sand and Gravel Mining with an Industry Size Standard of 500 employees. The Government contemplates award of a single, firm fixed price contract using "ALL or NONE" basis to the offeror who is determined responsible in accordance with FAR Part 9 and whose material is technically acceptable, price is lowest and is considered fair and reasonable. This contract will include a base bid of 2,000 tons of Road Base Aggregate.

DESCRIPTION OF REQUIREMENT: The St. George Field Office BLM office requires this road base to be delivered to a BLM construction site located in Washington County, Utah. Please see attached Statement of Work for exact material specifications.

BASIS FOR AWARD:

This will be a Small Business set-aside Award. This will be awarded a under Firm Fixed Priced (FFP) contract structed with a Lowest Price Technically acceptable (LPTA) selection process.

Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist, Mark Renforth at mrenforth@blm.gov no later than 29 April 2025 at 1:00 pm MDT. Any questions received after this date are not guaranteed to be addressed. Responses to questions received prior to the deadline will be posted via an amendment to this solicitation.

Submissions shall be received no later than 05 May 2025 at 3:00 pm MDT via email. All quotations shall be delivered via email to Contract Specialist, Mark Renforth at mrenforth@blm.gov.
