I. Introduction
The City of Bangor, Maine invites sealed proposals from qualified applicants to provide
assistance with repair and maintenance of the City’s Sewer Collection System at
specific sites within the City for a contract term of two (2) years with an option for
renewing for up to four (4) additional 1-year terms. The anticipated annual budget for
repairs over the first 2-year term is approximately $600,000 per year, though more
funding may become available. The budget fiscal year is July-June and funds from this
account may be used for other sewer repairs and projects that are not part of this
Maintenance and Repairs contract.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City’s
website. By submitting a response to this solicitation, the Proposer accepts the
responsibility for downloading, reading, and bidding by the terms and conditions set forth
in the City’s “General Information for Vendors.”
In your proposal, please specify whether you currently have, or are in the process of
developing, a domestic violence policy. If you do not have such a policy, let us know if
you would like to receive a copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the proposal Bid Form (page 11) and all materials requested in
Section XI. Proposal Content electronically or in an envelope via submission methods
listed below. The envelope or subject line must be clearly marked as "Proposal No. P26-
29: Sewer System Maintenance and Repairs."
Submissions must be received by 2:00 P.M. on Wednesday, February 18, 2026.

All submissions should reference “"Proposal No. P26-29: Sewer System Maintenance
and Repairs." Proposals will be publicly opened at the time stated above in the Paul
Bunyan Room (first floor by the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as
possible after the opening date. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
P.M., Friday, February 6, 2026.
The City will provide a response by 4:30 P.M. on Wednesday, February 11, 2026. This
response will be in the form of an addendum, accessible on the City's website.
Notifications will be sent to those who have signed up to receive notifications at
www.bangormaine.gov/bids through NotifyME. Notifications will be sent when new
addenda are released.
V. Pre-Bid Meeting
A non-mandatory pre-bid meeting will be held on Friday, January 30, 2026 in the Paul
Bunyan Room at Bangor City Hall 73 Harlow Street Bangor, Maine at 1:00 PM.
VI. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to
be received by the Purchasing Department before the submittal deadline. Any proposal,
portion of a proposal, or requested proposal revision received at the City Purchasing
Department after the time and date specified will be returned to the Proposer unopened
or, if by electronic submission, deleted without being opened.
VII. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date
of opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in
writing. All costs associated with the withdrawal (i.e., mailing fees) will be borne by the
Proposer.

The City reserves the right to reject any proposals, waive any informalities or defects in
proposals, or accept a higher-cost proposal if it is deemed to be in the best interest of the
City. The City also reserves the right to request clarification of any details from the
successful Proposer. The evaluation of proposals and determination of the award will be
at the discretion of the City and its judgment shall be final and without right of recourse
by any Proposer.
IX. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal
price. Upon request, a tax exemption certificate for the City of Bangor shall be
furnished to the successful Proposer.
B. Bid Form and Requirements: The Bid Form (page 10) and all materials requested
in Section XIII. Proposal Content must be completed and returned with the
proposal to be considered responsive.
C. Required Insurance: Proposers are required to maintain the following insurance
policies throughout the life of the project and name the City of Bangor as an
additional insured where applicable and may be required to provide proof:
1. Worker’s Compensation Insurance

X. Background
The City operates and maintains a sewer collection system of approximately 154 miles
of service, collector, and interceptor sewer mains. Repair and maintenance of this
system is a continual and ongoing process. This request for proposal seeks additional
help from qualified Contractors to assist the City to conduct this work in a timely and
efficient manner.
The City is seeking a CONTRACTOR to repair, replace and/or install new sewer pipe
and manholes throughout the City. The City has been utilizing a Contractor under this
Sewer System Repair and Maintenance contract since 2015 and it has proved to be an
effective way of completing a significant amount of repair in an efficient manner.
Existing sewer pipes are constructed from a variety of materials including Vitrified Clay,
Brick and Concrete. Repairs to pipes are to be made with new SDR35 PVC pipe
(unless otherwise specified) of appropriate diameter to convey the expected sewage
flow. In no case shall the effective diameter of a sewer line be decreased. Repairs or

replacement of manholes will be with new, precast concrete manholes unless
specifically exempted by the City.
XI. Proposal Content
In addition to the attached proposal form, proposers must furnish all information
requested and follow the instructions as noted herein. Additional information may be
submitted if deemed helpful in the selection process.
All Federal and State taxes must be excluded from the pricing on the Proposal Form. A
tax exemption certificate for the City of Bangor shall be furnished to the successful
Proposer upon request.
XII. Scope of Services
In the early spring of each year, the CONTRACTOR shall meet with City staff to review
the planned repair work for the coming construction season. The City and the
Contractor’s Project Manager will conduct site visits to confirm the locations of proposed
work and to discuss the specific scope of work for each area. Typical work will include
the repair or replacement of buried sewer lines, manholes, stormwater pipes and catch
basins. The City will typically provide a plan and profile for repairs to be completed for
non-emergency repairs.
The contractor awarded the bid shall not subcontract more than 20% (by dollar value) of
the pipe and manhole work. In addition, the scope of services includes, but is not
limited to, the following:
Spot Repair Construction Activities:
1. Provide a designated Project Manager.
2. Obtain all required permitting and bonding including Shoreland Zone Location
Permits and Street Opening Permits (fees waived for Street opening permits).
3. Field Verify invert elevations of all structures and pipe runs to be worked on
as part of the designated project.
4. Submit shop drawings of structures to be installed for approval by the City’s
Project Manager.
5. Provide all traffic control per MUTCD regulations. A traffic control plan may be
required to be submitted to the City in certain situations.
6. Provide adequate erosion control measures to protect adjacent natural
resources and storm drain systems in accordance with all State and Local
Regulations.
7. Provide maintenance of sewer flows including bypass pumping as needed in
accordance with Maine Department of Environmental Protection regulations. If
bypass-pumping is required, the contractor will provide a flow control plan, in
advance, to be approved by the City.

8. Provide all excavation, and support activities needed to complete the project.
9. Provide proper trench shoring in accordance to OSHA regulations.
10. Provide proper lighting when work is required after sunset.
11. Provide notification and coordination with all abutting property owners.
12. Confirm the location of all existing utilities in the field.
13. Provide mechanical compaction of all backfill materials in lifts not to exceed 1
foot in depth.
14. Restore surface to existing conditions after construction activities are completed
as directed by the City.
15. Provide trained, qualified, competent labor for pipe and manhole installation.
16. Provide appropriate pressure testing and mandrel testing on all sewer pipe.
17. Provide vacuum testing on all precast manholes (excluding doghouse style
installations).
18. Coordinate with City Sewer Maintenance Division to allow for CCTV inspection
as needed during or post-construction.
Note: Some projects may be time sensitive due to coordination with other construction
projects and/or City’s roadway maintenance schedule. Coordination will be required with
the City, and at times other contractors.
Down-time / Stand-by:
There may be times when unforeseen conditions will require that the City conduct
further investigation after the Contractor has begun a project and construction activities
must be halted until a solution can be determined. The City of Bangor will not pay
down-time for crew hours during this period. The City does recognize however that
there is a cost to having equipment stay idle on a project site. Down-time will be paid
on equipment daily for each full day that the equipment remains idle. Maximum down
time paid will be three days. Equipment down-time must be approved by the City of
Bangor prior to payment requisition. Inclement weather will not be an excuse for down-
time. Excavation equipment is the only equipment that will be eligible for down-time
reimbursement.
With this proposal, the Contractor shall provide a schedule of the daily down-time cost
for their excavation equipment to be used on this project. If this schedule is not
provided, the City will not reimburse for equipment down-time.
Equipment Charges shall be included with the bid in the spaces provided under the
References Section of the Bid Form.
Emergency Response:
Emergent situations requiring prompt response by the contractor are expected from
time to time. The City will be the party in the contract that declares when there is an
