BID CALL:
The Town of Normal Public Works Department will receive sealed bids for the following:
2026 Phase 1 CIPP Sewer Rehabilitation
Bids must be submitted to the Town Clerk in a sealed envelope clearly marked "2026
Phase 1 CIPP Sewer Rehabilitation" with the time and date of the opening, which
will be July 9th, 2026, at 10:00 a.m. prevailing time, at the Normal City Hall, 11 Uptown
Circle, Normal, Illinois 61761. Bids will be opened in the Union Pacific Conference
Room – Room 338 at City Hall. Work includes, but is not limited to, installing
approximately 27,992 lineal feet of cured-in-place-pipe (CIPP) in various sized
sanitary sewers, sewer point repairs, sewer lateral point repair, rehabilitation of
approximately 21 sewer laterals, rehabilitation of 11 sanitary manholes, pre and post
rehabilitation inspection, along with associated bypassing of flows, service
reinstatements and site restoration.
Any questions regarding this bid will be addressed in a pre-bid meeting on June 24th,
2026, at 1:30 p.m. per project documents. Participation in the pre-bid meeting is highly
encouraged but is not mandatory. Town employees are otherwise prohibited from
answering questions prior to the bid opening.
State statutes and local ordinance require the payment of prevailing wage by all
contractors and subcontractors on this job. Bid forms, specifications and plan drawings

The Town of Normal reserves the right to reject any or
all bids received and to waive any formalities in the bidding procedures. The bid
award will be made by the Town Council and their decision will be final.
