Sealed bids will be opened on Wednesday, July 1, 2026 at 10:30 A.M. for SANITARY SEWER MAIN RELAY, STORM SEWER MAIN RELAY & SANITARY SEWER MAIN LINING, COMBINED SEWER MAIN LINING & MANHOLE REPAIR AND LINING.

Bids are opened remotely and the public is welcome to attend. Submit your bid either via Bid Express or via email to HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov as detailed below. PROJECT NO. 1: SANITARY AND STORM SEWER MAIN RELAY & SANITARY SEWER MAIN LINING.

Located at: N. 42nd St. 50 S. of W. Courtland Ave. to 50' N. of W. Courtland Ave.
N. 55th St. W. Townsend St. to W. Keefe Ave.
W. Keefe Ave. N. 53rd St. to N. 60th St.

Time for Completion: All work shall be completed by May 14, 2027. All work shall be continuous and the number of allowable work days shall be 60 days.

Liquidated Damages, per diem: $1000

The residency requirement for this project is 40% of all hours worked on the project. One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53212, and 53233.

The SBE requirement for this project is 25% of the contract base bid. The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. SBE certificates must be submitted with the Form A. Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid unresponsive. The apprenticeship requirements for this project are: 1 Laborer (Construction Craft Or Equivalent). If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program and 40% of all apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53212, and 53233.

The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid.

PROJECT NO. 2: COMBINED SEWER MAIN LINING & MANHOLE REPAIR AND LINING.

Located at: N. 15th St. W. Meinecke Ave. to W. Wright St. N. 15th St. W. North Ave. to W. Meinecke Ave.

Time for Completion: All work shall be completed by March 25, 2027. All work shall be continuous and the number of allowable work days shall be 30 days.

Liquidated Damages, per diem: $1000

The SBE requirement for this project is 3% of the contract base bid. The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. Bid Security Required: Bond, Certified Check, Cashiers Check or Cash to accompany bid: 10% of the Contractors Base Bid. THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive. The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder.

PAYMENT MONITORING REQUIREMENTS: All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukees B2GNow contract compliance software within 30 days of the contract award date. Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the Citys contract compliance software. PAYROLL MONITORING REQUIREMENTS: The Prime Contractor awarded this project is required to participate in training on the City of Milwaukees Labor Compliance Reporting (LCR) Software after the date of contract award.
