BID SUMMARY
Sevier County Government is now accepting bids for inmate food for the Sevier County Sheriff’s Office.
Contract Term:
The contract period shall begin on January 1, 2026. At the County’s option, the contract may be renewed
up to three (3) years in one hundred eighty (180) day increments, with the option of increasing the price
of goods by 3% without rebid if both parties agree.
Firm Pricing
Prices shall remain firm for the initial contract period. The County reserves the right to negotiate
reductions in the price due to changes in market conditions during the contract period and renewals.
Price Escalation/De-escalation
Prices are to remain firm for the first contact period. In subsequent terms, the contractor may request,
in writing at least sixty-days (60) in advance of the contract ending date, an increase/decrease. Should
the County elect to exercise the option to renew the contract for additional year(s), the contract prices
for the additional years shall not exceed the percentage increase/decrease of the “Services” category of
the CPI-W SECTION OF THE CONSUMER PRICE INDEX of the United States Bureau of Labor Statistics for
the latest twelve (12) months for which statistics are available. Should the price change be granted and
the County elects to renew the contract the purchase order will reflect the changes.
Award
The Bid awarding will be approved by the Sevier County Mayor or his/her designee.
Cancellation
The County may cancel the contract with the vendor at any time for vendor poor-performance.
Cancellation shall not release the vendor from legal remedies available to the County.

Contact
Direct contact with any Sheriff’s Office employee on the subject of this invitation for bid is expressly
forbidden, except with the foreknowledge and permission of the Deputy Chief, Steve Layman.
Tasks of Vendor if awarded:
• Arrange for delivery to the jail at least once a week.
• Update list on an as needed basis.
PROPOSAL GUIDELINES
• Bids must be received at the Sevier County Mayor’s Office, Attn: Alicia Viviano, 125 Court Avenue,
Suite 102E, Sevierville, TN 37862 by 2:00 PM Thursday, December 18, 2025. At this time all bids
will be publicly opened and read aloud. Any bids received after this date and time will not be
considered. No emailed or faxed proposals will be accepted.
• Bids must be sealed. The vendor’s name, address, bid opening time and date, and the quotation
“Sevier County Jail Food Bid” must be printed on the sealed, opaque envelope containing the bid.
• Vendor must provide an original bid and (1) additional copy of the bid.
• Bids must clearly address all questions and requirements as presented in this bid specification.
o If your submitted bid differs in any way from the specs below, it must be clearly marked
within the submission.
• Bidders must clearly note the price for the base description and any optional description. If an
additional option is described below, any addition or reduction in price as a result of this option
must be noted within the bid.
o Price as included must be all-inclusive. Any additional fee or charge must be clearly noted
and described.
• Vendors must include an updated Form W-9 for submitting vendor.
• Bid pricing must be honored for up to one (1) year from the due date subject to availability.
• Prospective vendors who are authorized, licensed, and capable are requested to submit bids to
provide these needed product(s) and/or service(s) for Sevier County.
• It shall be the responsibility of the vendor to submit a response that complies with the conditions
and specifications of the Request for Bid; Policies and Procedures of Sevier County, applicable
laws of the State of Tennessee, and any other applicable laws, regulations, and requirements.
• It is the intent of this Request for Bid to secure competitive bid responses. The specifications
herein are intended only to indicate the general character, style and quality of the item(s)
desired.
• Vendors are encouraged to propose and offer equipment, supplies, or service either as specified
herein, or equal to or better in character, style, and quality to items specified herein. Any
exceptions to the specifications must be listed on a separate sheet entitled "Exceptions to
Specifications." Bids taking complete or major exceptions will not be accepted.
• Bidders agree that other parts and services not specified but which might be needed by Sevier
County in fulfillment of the procurement transaction will be made available at prices equal to or
less than the lowest price charged other non-profit or governmental organizations.

• Sevier County reserves the right to increase or decrease quantities to be purchased over the life
of this agreement and to reject any or all bids or any part of any bid, to waive technicalities, or to
accept other than the bid with the lowest cost meeting all specifications. Sevier County may
accept any bid deemed in the best interest of the County, whether or not it is the lowest cost.
• Any bid submitted should be for the total cost to Sevier County
• Payment will be made within thirty (30) days of the date vendor bill is received and signed by an
authorized County representative.
• Evaluation and award of bids will be made to one vendor who will meet the requirements of the
Finance Department of Sevier County.
• Sevier County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat.
252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will
affirmatively ensure that any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color, or
national origin in consideration for an award.
• Contracts awarded under this bid solicitation will be subject to T.C.A. § 12-3-1203 (formerly § 12-
3-1004) allowing those said entities to "piggyback" contracts whereby cities, counties, utility
districts, and other local governments in Tennessee may purchase supplies, goods, equipment,
and services under the same terms as contracts or price agreements entered into by any other
local governmental unit of this state.
GENERAL TERMS AND CONDITIONS
Bidder must use bid form included in this package, and bid must be signed by an authorized
representative of company/business submitting a bid at time bid is received by Sevier County. If not, the
bid will be rejected at the time of opening.
In compliance with this invitation for Bids, and subject to all the conditions thereof, the undersigned
offers, if this bid is accepted within (30) calendar days or sooner from the date of the opening, to furnish
any or all of the items and/or services upon which prices are quoted, at the price set opposite each item,
to be delivered at the time and place specified herein. The undersigned certifies he has read,
understands, and agrees to all terms, conditions, and requirements of this bid, and is authorized to
contract on behalf of firm named below. This form must be signed. All signatures must be original and
not photocopies. Upon acceptance of a bid, purchases on contract shall begin on January 1, 2026.

SPECIFICATIONS
CONDITIONS AND INSTRUCTIONS
• All bids shall be submitted on and in accordance with this form. If more space is required to
furnish a description of the services offered or delivery terms, the bidder may attach a letter
hereto that will be made a part of the bid. All bids shall be submitted sealed, plainly marked
showing the bid name, date and time.
• Bids and amendments thereto, if received by the Sheriff’s Office after the date and time specified
for bid opening will not be considered. It will be the responsibility of the bidder to see that their
bid is received by the Sheriff’s Office by the specified time and date. There will be no exceptions.
The date of postmark will not be considered. Telephone, facsimile, electronic and verbal bids will
not be accepted. Prices or changes shown on the outside of an envelope will not be acceptable.
• Prices shall be stated in units of quantity specified. No additional charges shall be passed to the
County, including any applicable taxes, delivery or fuel surcharges. Prices quoted shall be final
cost to the County.
• The time of proposed delivery must be stated in definite terms. If time of delivery for different
services varies, the bidder shall so state.
• In case of error in the extension of prices, the unit price shall govern.
• The bidder certifies by signing this invitation for bid that this bid is made without prior
understanding, agreement, or accord with any other person submitting a bid for the same
service and that this bid is in all respects, bona fide, fair and not the result of any act of fraud or
collusion with another person engaged in the same line of business or commerce. Any false
statement hereunder constitutes a felony and can result in a fine and imprisonment, as well as
civil damages.
• Award will be made to the lowest responsive and responsible bidder. The quality of the services
to be supplied, their conformity with the specifications, their suitability to the requirements, the
delivery terms, qualifications and references will be taken into consideration in making an award.
Length of time for delivery as well as price may be considered in awarding the bid.
• The County reserved the right to award by item, groups of items or total bid, to reject any and all
bids in whole or in part, and to waive any informality if it is determined to be in the best interest
of the County.
• Payment Terms:
o Payment terms shall be considered in determining the low bidder.
o The Payment terms state herein must appear on the vendor’s invoice. Failure to comply
with this requirement shall result in the invoice being returned to the vendor for
correction.
