Key priorities include support for high-volume concurrent users, customizable branding, automated reporting, secure authentication, and rich media content management. The ideal vendor will demonstrate a proven ability to deliver enterprise-grade performance, multi-tenant architecture, and integration with third-party systems and content providers to meet the unique demands of public safety, healthcare, and government training environments.

Background

Pinellas County Safety and Emergency Services (SES) oversees the training and credentialing of a large, diverse workforce consisting of EMS personnel, fire service professionals, and administrative staff across multiple agencies and departments. This workforce requires timely, reliable, and centralized access to continuing education, certification tracking, real-time performance documentation, and compliance reporting. Currently, the County's legacy LMS and training documentation systems are fragmented, limited in functionality, and unable to keep pace with the evolving demands of a high-performance, high-accountability learning environment.
