The County of Orange, Probation (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Equitable Diversion Access Initiative and Efficient Justice Pathways Services for Youth. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The Orange County Probation Department (Probation) oversees the operations of county juvenile facilities and, through diversion or community supervision if ordered by the juvenile court, youth who are pending or have been adjudicated of a 602 WIC offense. Youth in Orange County who commit minor offenses and do not require detention are often referred to intervention also known as diversion. Diversion is an approach to re-direct through education and support with the goal of improving behavior and reducing the number of youths who enter into the juvenile justice system. It is an effective, evidence-based practice which reduces delinquent behavior. Probation receives cases from local Law Enforcement Agencies (LEAs) and is responsible to assess each case and if appropriate, refer youth to diversion programs. Probation has received 2,922 out of custody petitions for youth that could potentially be eligible for diversion services from May 2023 to April 2024. This is a 3.5% increase from the prior year.
The Contractor agrees to support Probation’s efforts in reducing juvenile justice system involvement among youth. The Parties’ combined goal is to refer eligible youth to immediate supportive services that address the delinquent behavior and promote accountability and support positive youth development. This approach aligns with evidence-based practices that suggest early intervention can prevent deeper system involvement and the escalation of criminal behavior.
